Long-term residence
I have lived in Lithuania continuously for the last 5 years with a document granting or confirming the right to reside in Lithuania or with a national visa
You must live in the Republic of Lithuania without interruption for 5 years with a residence permit or national visa.
During your stay in Lithuania you can travel abroad for a short time, but trips from the territory of Lithuania may not last longer than 6 months in succession, and may not exceed 10 months in a consecutive and total period of 5 years.
If you have been admitted to studying in Lithuania in a scientific or studies institution, to an educational institution under a general education or vocational training programme or have been invited to upgrade a qualification to a higher science and study institution, only half of you stay on the basis of studies, training or qualification improvement under the temporary residence permit is included in the period of your living in Lithuania. This provision does not apply if you have completed your studies in the Republic of Lithuania and have acquired a higher education qualification and submit a document certifying it.
Higher education qualification – qualification degree, doctor of science, doctor of arts, also the qualification granted by an institution of higher education, which was approved by a competent authority to grant the qualification.
If you have been granted additional protection in the Republic of Lithuania, the period of your stay in Lithuania includes half of the time that elapsed between the date of application for asylum in the Republic of Lithuania and the date of issue of the temporary residence permit on that basis, or the whole of that time if it lasted more than 18 months.
The period of residence shall be interrupted by the time of serving a sentence imposed by the court.
You must first submit an application for an issue or renewal of a permanent residence permit electronically through the Lithuanian Migration Information System (MIGRIS). Upon submission of application and after booking the visit time through MIGRIS, you must apply for a permanent residence permit (renewal) in person within 4 months from the date of submission of the application to the MIGRIS and submit the biometric data and the following documents:

Foreigner lived in the Republic of Lithuania without interruption for the last 5 years and had a temporary residence permit |
1. valid travel document;
2. Documents certifying that have passed the examinations of the fundamentals of the Lithuanian language and the Constitution;
The requirement to pass the state language examination and the test of the fundamentals of the Constitution of the Republic of Lithuania does not apply to:
- persons who have reached 65 years of age,
- persons with work capacity of 0-55 per cent (until 31 December 2023 - 0-55 per cent);
- persons with special individual support needs (until 31 December 2023: special needs), as well as persons with severe chronic mental and behavioural disorders;
- children;
- foreigners whose previous permanent residence permit has been revoked because
1. the foreigner has resided outside the EU Member State for more than 12 consecutive months, or
2. the foreigner and a member of their family who have been issued permanent residence permit as a holder of an EU Blue Card and as a member of the family of a holder of the Blue Card, who has resided in an EU Member State continuously for the last 5 years, including at least 2 continuous years in Lithuania, and who has resided outside an EU Member State for more than 24 consecutive months, or
3. who has resided in an EU Member State for more than 6 years, or (4) who has acquired the long-term resident status in another EU Member State..
3. Documents confirming that you have lived in Lithuania for the last 5 years and that you have not left the territory of Lithuania during this period for more than 6 consecutive months and that your absence did not last for more than 10 months in a total during the 5-year period (the duration of your secondments does not count towards the maximum duration of your stay outside the territory of Lithuania or another EU Member State, if your permanent place of residence remains in Lithuania);
Documents confirming that foreigners who apply for a permanent residence permit, reside in the Republic of Lithuania or have lived there for a required period of time, include the following persons:
- Certificate of an enterprise, institution or organisation registered in the Republic of Lithuania for the period of employment of an foreigner in the Republic of Lithuania and an employment contract;
- a certificate about the learning or studies of an foreigner in the Republic of Lithuania and/or periods of learning or studies in the Republic of Lithuania; A certificate issued by a legal entity registered in the Republic of Lithuania on the traineeship or further training of an foreigner in the Republic of Lithuania or participation in vocational training in the Republic of Lithuania and/or periods of traineeship, refresher or professional training in the Republic of Lithuania;
- a certificate on the education of an foreigner's minor children or a minor foreigner in a Lithuanian preschool education institution, learning or studying in the Republic of Lithuania and/or periods of education, learning or studying in the Republic of Lithuania; a certificate on health care in a health care institution located in the Republic of Lithuania and/or periods of such care; a certificate from the institution providing social support about the child benefits paid to parents of minors and/or the periods of payment of these benefits, etc.
- a written statement by the foreigner declaring that he/she resides in the Republic of Lithuania and indicating the dates or periods of his/her trips and residence abroad; a certificate on health care in a health care institution located in the Republic of Lithuania and/or periods of such care; a certificate regarding benefits or social benefits received in the Republic of Lithuania and/or periods of payment of such benefits or benefits;
- travel documents, including those which are no longer valid, and which do not contain border crossing marks; other documents confirming that the foreigner lives in the Republic of Lithuania or has lived there for the required period.
NOTE. If the foreigner is working in the Republic of Lithuania and/or has worked there for a required period of time and the data on it is available in the information system of the Social Insurance Fund Board under the Ministry of Social Security and Labour of the Republic of Lithuania, the documents regarding the period of employment are not required.
- Document about sufficient means of subsistence;
The amount of subsistence is 1 minimum monthly salary per month, for a minor foreigner – 0.5 minimum monthly salary per month.
If you are a dependent of a family member, you must submit the family member's obligation to support you, and the documents confirming that he has sufficient funds and/or receives regular income sufficient for himself and you to reside in the Republic of Lithuania.
- a document certifying legal stay – a temporary residence permit in the Republic of Lithuania.
You must pay the state levy (unless you are exempt from it) for the application for accepting, examining the application for the issue/renewal of a permanent residence decision-making permit and issuing a permanent residence permit:
- in accordance with the general procedure – EUR 160;
- urgently – EUR 320.
For the issuance of the document, you must contact:
- Territorial division of the Migration departament.
A decision on the permanent residence permit is made and a permanent residence permit is issued:
- in accordance with the general procedure – within 3 months;
- urgently – within 45 days.
Important.
You must apply for a permanent residence permit at least 3 months in advance and according to the urgent procedure – 45 days before the expiry of your temporary residence permit in the Republic of Lithuania.
Yes, you can leave and return to Lithuania during the permit period. However, you will lose the right of permanent residence in Lithuania and your permanent residence permit may be revoked if you reside in a non-European Union country for more than 12 months or you leave Lithuania to live in another European Union member state for more than 6 years or you will acquire the status of a long-term resident in another European Union member state.
If you leave the Republic of Lithuania for more than 6 months period, in accordance with the procedure established by the Law on Declaration of Residence, you must declare your departure. If you declare leaving the Republic of Lithuania, your permanent residence permit will become invalid and you will lose the right to permanent residence in Lithuania.
If you are submitting a request to issue Lithuanian Republic residence permit, you may choose to declare your place of residence:
- By arriving at the booked visitation time at the Migration Department to submit the original documents and biometric data to the request to issue the permit;
- At the township or municipality within 1 month from the withdrawal of residence permit.
When filling-out the request to issue the temporary residence permit via the Lithuanian Migration Information System (‘MIGRIS’) you must affirm that you undertake to declare your place of residence in a respective dwelling and when filling-out the request to issue permanent residence permit the aforementioned undertaking may be added in the column “Valid Travel Document” (lith. Galiojantis kelionės dokumentas).
Form of Undertaking In Regards to the Declaration of Place of Residence.
If you choose to declare your place at the Migration Department, when submitting the request to issue the residence permit:
- You need to indicate the data about the place of residence in Lithuania when filling-out the request, you do not need to additionally fill-out the place of residence declaration.
- When you fill-out the request to issue the residence permit via ‘MIGRIS’, you must add documents affirming your right to declare the place of residence in the dwelling. This can be:
- The consent of the owner, co-owner or their authorized representative of the dwelling to live in the dwelling belonging to the owner (co-owners). The consent of the owner (co-owner) must be confirmed by the notary or elder.
If non-confirmed consent of the owner (co-owner) is submitted, the owner (co-owner) must arrive at the Migration Department with you at the booked visitation time - the employee of the Migration Department accepting your request will confirm the consent of the owner (co-owner).
If the personal identification number has been given to the alien, for whom someone commits, in the Republic of Lithuania, consent may be concluded via www.igalojimai.lt. By choosing this method, in the description of the power of attorney service, the owner (co-owner) shall indicate that they agree to allow to settle-in and declare the place of residence in the dwelling belonging to the owner (co-owner) based on the right of ownership, by indicating the address of the dwelling. In this case, you will have to indicate the identification code given to the power of attorney to the employee of the Migration Department.
The Form of Consent to Settle-In at the Dwelling Belonging to the Owner (Co-Owner).
- Lease or loan-for-use agreement is concluded with the natural person or legal entity. The agreement need not be notarized or registered at SE “Center of Registers”;
- Letter issued by the legal entity confirming the right to settle-in the premises belonging to the legal entity or the document confirming about the accommodation at the hotel, or the granted hostel.
When filling-out the request to issue the temporary residence permit, one of the aforementioned documents may be added to the column “Document Regarding the Suitable Dwelling in the Republic of Lithuania” (lith. Dokumentas dėl tinkamos gyvenamosios patalpos Lietuvos Respublikoje), while filling-out the request to issue the permanent residence permit, one of the aforementioned documents may be added to the column “Valid Travel Document”.
You may also submit the aforementioned documents upon arriving at the Migration Department at the booked visitation time in order to submit to the request the biometric data and original documents.
If the dwelling belongs to you on the right of ownership or the lease, or loan-for-use agreement concluded with the natural person or legal entity is registered in the SE “Center of Registers”, you need not submit the documents confirming these circumstances to the Migration Department.
If you choose to declare your place of residence in the township after withdrawing the residence permit:
After withdrawing the residence permit at the Migration Department, within 1 month from the day of withdrawing the document, you will have to go to the township and declare your place of residence in accordance to the procedure determined by the Director of SE “Center of Registers”.

Administrative liability may be applied for non-adherence to the requirement to declare your place of residence in Lithuania.
I have lived continuously in an EU country for the last 5 years, out of which at least 2 years have been spent continuously in Lithuania, and I have held an EU Blue Card or a Temporary Residence Permit as a family member of a foreigner with an EU Blue Card.
You may apply for a permanent residence permit if you have been living in a Member State of the European Union without interruption for the last 5 years, whereof at least 2 years without interruption – in the Republic of Lithuania, and you have a temporary residence permit issued to you as for highly skilled occupations (blue card).
The period of residence shall be interrupted by the time of serving a sentence imposed by the court.
The Blue Card (EU Blue Card, Directive 2009/50/EC) is a permit to legally reside and work in Lithuania and move to another EU Member State to work in a highly skilled job.
In Lithuania it is a temporary residence permit issued to highly skilled employees.
You have to live in the European Union without interruption for the last 5 years, whereof at least 2 years without interruption – in Lithuania with blue cards.
During your residence in the European Union, you can leave for a short period of time to third countries, but your trips outside the European Union cannot last more than 6 months consecutively and may not exceed 10 months in total within 5 years.
If you are travelling to your country of origin to work, engage in other legal activities or study, your trip may not last longer than 12 months consecutively and may not exceed 18 months in total within 5 years.

A valid certificate issued by competent authorities of the foreign country (s) in which you lived or are currently resident for the last 2 years prior to your arrival in the Republic of Lithuania (except for cases where your stay in a foreign country was less than 6 months within 12 months) confirming that you (not) have convictions in this (these) State (s). This certificate must be issued no earlier than 6 months before the date of application for a permanent residence permit. If you have convictions, this certificate must state when and for what kind of criminal offense you were sentenced, what kind of punishment has been imposed, and whether it has been served.
The clearance certificate must also indicate, among other things, the timing of serving the custodial sentence if it has been imposed in another Member State (s) of the European Union.
Clearance certificate is not required if you have valid temporary residence permit in the Republic of Lithuania and you have declared your place of residence in the Republic of Lithuania, however, you must submit the clearance certificate from other Member State (s) of the European Union if you have resided there for the last 2 years before applying for a permanent residence permit.

If you declare leaving the Republic of Lithuania, your permanent residence permit will become invalid and you will lose the right to permanent residence in Lithuania.
If you are submitting a request to issue Lithuanian Republic residence permit, you may choose to declare your place of residence:

If non-confirmed consent of the owner (co-owner) is submitted, the owner (co-owner) must arrive at the Migration Department with you at the booked visitation time - the employee of the Migration Department accepting your request will confirm the consent of the owner (co-owner).
If the personal identification number has been given to the alien, for whom someone commits, in the Republic of Lithuania, consent may be concluded via www.igalojimai.lt. By choosing this method, in the description of the power of attorney service, the owner (co-owner) shall indicate that they agree to allow to settle-in and declare the place of residence in the dwelling belonging to the owner (co-owner) based on the right of ownership, by indicating the address of the dwelling. In this case, you will have to indicate the identification code given to the power of attorney to the employee of the Migration Department.
The Form of Consent to Settle-In at the Dwelling Belonging to the Owner (Co-Owner).
- Lease or loan-for-use agreement is concluded with the natural person or legal entity. The agreement need not be notarized or registered at SE “Center of Registers”;
- Letter issued by the legal entity confirming the right to settle-in the premises belonging to the legal entity or the document confirming about the accommodation at the hotel, or the granted hostel.
When filling-out the request to issue the temporary residence permit, one of the aforementioned documents may be added to the column “Document Regarding the Suitable Dwelling in the Republic of Lithuania” (lith. Dokumentas dėl tinkamos gyvenamosios patalpos Lietuvos Respublikoje), while filling-out the request to issue the permanent residence permit, one of the aforementioned documents may be added to the column “Valid Travel Document”.
You may also submit the aforementioned documents upon arriving at the Migration Department at the booked visitation time in order to submit to the request the biometric data and original documents.
If the dwelling belongs to you on the right of ownership or the lease, or loan-for-use agreement concluded with the natural person or legal entity is registered in the SE “Center of Registers”, you need not submit the documents confirming these circumstances to the Migration Department.
If you choose to declare your place of residence in the township after withdrawing the residence permit:
After withdrawing the residence permit at the Migration Department, within 1 month from the day of withdrawing the document, you will have to go to the township and declare your place of residence in accordance to the procedure determined by the Director of SE “Center of Registers”.

Now and until 1 July 1993 I lived in Lithuania, I do not have a permanent residence permit
If you lived in Lithuania before 1 July 1993 and you are currently living, this legal fact must be determined by the court. To do this, you must prove in court that:
- you have a legitimate source of living in Lithuania, and
- you pay income and other taxes or contributions, and
- you have a dwelling place in Lithuania.
You must first submit an application for an issue or renewal of a permanent residence permit electronically through the Lithuanian Migration Information System (MIGRIS). Upon submission of application and after booking the visit time through MIGRIS, you must apply for a permanent residence permit (renewal) in person within 4 months from the date of submission of the application to the MIGRIS and submit the biometric data and the following documents:

The amount of subsistence is 1 minimum monthly salary per month, for a minor foreigner – 0.5 minimum monthly salary per month.
If you are a dependent of a family member, you must submit the family member's obligation to support you, and the documents confirming that he has sufficient funds and/or receives regular income sufficient for himself and you to reside in the Republic of Lithuania.
You must pay the state levy (unless you are exempt from it) for the application for accepting, examining the application for the issue/renewal of a permanent residence decision-making permit and issuing a permanent residence permit:
- in accordance with the general procedure – EUR 160;
- urgently – EUR 320.
For the issuance of the document, you must contact:
- Territorial division of the Migration departament.
A decision on the permanent residence permit is made and a permanent residence permit is issued:
- in accordance with the general procedure – within 3 months;
- urgently – within 45 days.
Yes, you can leave and return to Lithuania during the validity period of the permit. However, you will lose the right to live permanently in Lithuania and your permanent residence permit can be revoked if you live outside the European Union for more than 12 months. Consecutively, or you will leave Lithuania to live in another European Union member state for more than 6 years or you will acquire long-term resident status in another European Union member state.

I lived in a non-EU country for less than 12 months or in an EU country for less than 6 years, and I lived in Lithuania before I settled there and had a permanent residence permit
You can restore the long-term resident status and get a permanent residence permit in Lithuania if:
- You have lived in a non-EU country for up to 12 months in succession (or for up to 24 consecutive months if you have left your country of origin to study, work or pursue other activities having a blue card);
or
- you have lived for up to 6 years in another Member State of the European Union and have not acquired long-term resident status,
and
- you lived in Lithuania and had a permanent residence permit before you settled in a foreign country.
You must first submit an application for an issue or renewal of a permanent residence permit electronically through the Lithuanian Migration Information System (MIGRIS). In this case you must provide a certificate issued by a foreign state or another document confirming that you have worked in your country of origin, or have pursued another legal activity or studied.
If you have resided in another Member State of the European Union, a certificate or other document issued by a Member State of the European Union confirming that you have not acquired long-term resident status in that state.

A valid certificate issued by competent authorities of the foreign country (s) in which you lived or are currently resident for the last 2 years prior to your arrival in the Republic of Lithuania (except for cases where your stay in a foreign country was less than 6 months within 12 months) confirming that you (not) have convictions in this (these) State (s). This certificate must be issued no earlier than 6 months before the date of application for a permanent residence permit. If you have convictions, this certificate must state when and for what kind of criminal offense you were sentenced, what kind of punishment has been imposed, and whether it has been served. This certificate is not required if you are under 14 years of age and/or have a valid temporary residence permit in the Republic of Lithuania and have declared your residence in the Republic of Lithuania.
