You can get a Status Certificate, valid for up to 3 years, if you are a serviceman, civilian member of staff or contractor accompanying the armed forces of another country, or their dependant.
What is a Status Certificate?
A Status Certificate is an identity document equivalent to a temporary residence permit in the Republic of Lithuania. A Status Certificate confirms a person's right to temporary residence in the Republic of Lithuania for the period of time specified in it.
Who can obtain a Status Certificate?
Status Certificates are issued to civilian members of staff and contractors accompanying the armed forces (natural persons, contractors' employees) participating in international operations, military exercises and other events, as well as to their dependants, who have arrived in the Republic of Lithuania for more than 3 months in a half-year period. In cases determined by the Minister of National Defence, Status Certificates shall also be issued to servicemen of other States participating in international operations, military exercises and other events.
Who is a Dependant?
It is a family member of a person participating in international operations, military exercises and other events, on whom he or she is financially, legally or medically dependent, and who is dependent on him or her, using his or her accommodation and staying on the territory of the Republic of Lithuania, with the consent of the military command.
How can I obtain a Status Certificate?
To apply for a Status Certificate you must contact:
- The Ministry of National Defence. You do not need to apply in person to the Migration Department for a Status Certificate. You can apply for a Status Certificate either upon arrival in the Republic of Lithuania or before your arrival in Lithuania.
What personal data is required to obtain a Status Certificate:
- Your personal data (personal identification number in Lithuania, if previously issued, name, surname, date of birth, sex, place of birth, nationality), your e-mail address, details of a valid travel document (passport), the period of your intended stay in Lithuania, your status (serviceman, civilian member of staff, contractor, dependent). If you are a dependent, data proving your family relationship. If you declare your place of residence through the Migration Department, the address of your place of residence.
The application must be accompanied by the following documents:
- a copy of a valid travel document (passport) with personal details;
- a photograph appropriate to your age.
The decision on the Status Certificate is taken and the residence certificate is issued:
- not later than within one month from the date of receipt of the application for a Status Certificate from the Ministry of National Defence at the Migration Department;
- once the Migration Department has taken a decision to issue a Status Certificate, you will be given a personal identification number in Lithuania, if you have not been given a personal identification number before, and issued with a Status Certificate;
- a representative of the Ministry of National Defence will collect the issued Status Certificate from the Migration Department and hand it to you. The Status Certificate will become valid as soon as the Migration Department hands over the Status Certificate to the representative of the Ministry of National Defence;
- if you declare your place of residence through the Migration Department, the Migration Department will declare your place of residence in Lithuania at the same time as the Ministry of National Defence's representative hands over the Status Certificate. If you wish to declare your place of residence independently, you can do so at the eldership or municipality.
You will be issued with a Status Certificate for 3 years, or, if your stay in Lithuania is expected to be shorter than 3 years, for the duration of your stay plus 3 months, but not longer than 3 years.
How can I declare my place of residence in Lithuania?
You can declare your place of residence, at your choice:
- at the Migration Department, if you submit documents confirming that you have a dwelling where you intend to declare your place of residence (consent of the owner or co-owner of the dwelling or his/her/their authorised person, or a letter issued by a legal entity, confirming the right to reside in the premises owned by the legal entity, or accommodation in a hotel, or dormitory provided), unless the dwelling belongs to the Ministry of National Defence, or you own or use such premises on the rent or loan-for use basis provided that the relevant agreement has been registered with the State Enterprise Centre of Registers. The Migration Department will declare your place of residence in Lithuania at the same time as you are handed the Status Certificate by a representative of the Ministry of National Defence;
- at the eldership or municipality within 1 month of collecting the Status Certificate.
When can I change my Status Certificate?
A change of Status Certificate can be made if:
- your personal data on the Status Certificate changes; or
- the Status Certificate becomes unusable; or
- there are inaccurate entries in the Status Certificate; or
- the Status Certificate is lost.
If you lose your Status Certificate, you can report it:
- to the Migration Department through the Lithuanian Migration Information System (MIGRIS); or
- by visiting the Migration Department in person and submitting a free-form notification on the loss of the Status Certificate; or
- to the Ministry of National Defence, which will inform the Migration Department of the loss of your Status Certificate.
For a replacement of your Status Certificate you should contact:
- the Ministry of National Defence. You do not need to apply in person to the Department of Migration for a replacement of your Status Certificate.
The replacement of the Status Certificate shall be carried out within one month at the latest from the date of receipt of the Ministry of National Defence's request for replacement of the Status Certificate at the Migration Department. A representative of the Ministry of National Defence will collect the new Status Certificate from the Migration Department and hand it to you. The amended Status Certificate will become valid from the moment the Migration Department hands the Status Certificate to the representative of the Ministry of National Defence.
