If your monthly salary in Lithuania is at least 1.5 times the average monthly gross earning of the country’s economy according to the last published values of the Lithuanian Department of statistics and you need a decision of the Employment Service on the compliance of your work with the needs of the Lithuanian labor market

Your employer must apply to the local unit of the Employment Service to make a decision on whether your work meets the needs of the Lithuanian labour market. The decision on the compliance of your work with the needs of the Lithuanian labour market can also be addressed to the Migration Department by submitting documents regarding the issue of a temporary residence permit.
After 2 years of highly skilled work in Lithuania, there is no need for such a decision.
You must first submit an application for an issue or renewal of a temporary residence permit electronically through the Lithuanian Migration Information System (MIGRIS). Upon submission of application and after booking the visit time through MIGRIS, you must apply for a temporary residence permit (renewal) in person within 2 months from the date of submission of the application to the MIGRIS and submit the biometric data and the following documents:

- valid travel document;
Document supporting the grounds for the issue or renewal of a temporary residence permit.
- Employer's mediation letter submitted through the Lithuanian Migration Information System (MIGRIS) (filling in an application the number of mediation letter must be indicated).
If the documents are submitted to the Employment Services regarding the adoption of a decision that the work of an alien meets the needs of the labor market of the Republic of Lithuania along with the application for a temporary residence permit, employer's mediation letter additionally must include:
- date of registration of the vacancy in the information system managed by the Employment Office;
- estimated duration of the employment contract;
- employer's obligation to employ the foreigner for a period of not less than one year under an employment contract or a period not less than one year of an employment contract, where the monthly salary is not less than 1.5 times the average monthly gross salary of employees working in the national economy in the last quarter (including the salaries at private enterprises), as indicated by the Statistics Lithuania;
- intended place of work of the foreigner (employer name, code, address, telephone number, e-mail address, name of the branch or representative office, name of the structural unit, the address of the intended workplace) and the function of the job (title of profession or job title and code based on the Lithuanian Classification of Occupations);
- employer indicates the high professional qualification of the foreigner and confirms his/her suitability for the job.
- decision on compliance with the labour market needs (we get it from the Employment Service ourselves) if needed;
- when your activity is regulated, a document confirming that you meet the conditions set out in Lithuania to conduct regulated professional activities;
- a document confirming a high skills , when your professional activity is not regulated;
For example, a higher education diploma or a decision by a competent authority on the academic recognition of your qualification or a letter from the Ministry of Economy and Innovation of the Republic of Lithuania that your professional experience is equivalent to a higher education qualification.
- If a foreigner intends to work as a company manager, a document issued by Invest in Lithuania confirming that the employer who intends to employ a foreigner in a highly professional job as a company manager is a company established in the Republic of Lithuania and its annual income during the last three financial years is at least 1 000 000 Eur (if the undertaking has been operating for less than three years, from the date of establishment of the undertaking);
- Document about the place of residence;
A document certifying that the foreigner owns suitable residential premises in which he/she intends to declare his/her place of residence, and in which the residential area provided that the residential are per each adult person who has declared the place of residence at it would not be less than seven square meters:
- an undertaking by a natural person certified by a notary of the Republic of Lithuania, or a manager of the local authority to provide the alien with suitable place of residence in which the foreigner will be declaring his/her place of residence, and which meets the requirements for residential premises for the period of validity of the temporary residence permit or for at least 1 year; or
- an undertaking by a legal person certified by the manager of the legal person and the stamp if the legal person is obliged to have a stamp to provide the foreigner with suitable residential premises in which the alien will be declaring his/her place of residence, and which meets the requirements for residential premises for the period of validity of the temporary residence permit or for at least 1 year;
A document on suitable residence is not required if the foreigner owns suitable residential premises or has entered into a lease or loan agreement with a natural or legal person for a period of at least one year which is registered in the State Enterprise Center of Registers (Real Estate Register);
A document on suitable residence can be submitted:
- when filling in the MIGRIS application;
- upon arrival to the Migration Department at the reserved time of the visit to submit documents and biometrical data;
- when collecting a temporary residence permit.

Absence of conviction is required only for the first temporary residence permit if you are resident or have been resident in the foreign state(s) before your arrival to the Republic of Lithuania for the last 2 years.

These are certificates issued by the competent authorities of the foreign countries confirming the absence (if any) of your convictions in these states which must be issued not earlier than 6 months before the date of your application for a residence permit, translated into Lithuanian, as well as legalized and/or certified (Apostille) when necessary. The certificate must state when and for what kind of criminal offense you were sentenced, what kind of punishment has been imposed, and whether it has been served.
For the submission of documents at the reserved time of the visit, you must contact:
- Migration department’s main office or any territorial unit, if You are applying for an issuance of a temporary residence permit;
- Migration department’s territorial unit, if You are applying for a renewal of the temporary residence permit.
- Alternatively, choose a virtual visit if you are applying for an issuance of a temporary residence permit.
The payment transfer or receipt of the state levy for the decision regarding the compliance of the work requiring high professional skills of the foreigner with the needs of the labour market of the Republic of Lithuania with a bank identification, if such a decision is required and you applied for it to the Migration Department.
Decisions on the issue/renewal of temporary residence permits are made and temporary residence permits are issued through:
- in accordance with the general procedure – within 2 months;
- urgently – within 1 month.
Take a note:
- upon arrival at the Migration Department at the reserved time of the visit, your stay in Lithuania must be legal;
- upon submission of an application for the issue or renewal of a temporary residence permit, you may be issued a multiple-entry national visa for a period not exceeding 5 months from the date of submission of the application for the residence permit;
- If you have been issued with a national visa valid for 1 year or several national visas with a total validity of 1 year and you intend to apply for a temporary residence permit, you should submit this application in advance - 2-4 months before the expiry of the existing national visa.
