I want to receive/renew a temporary residence permit
My parents who are citizens of Lithuania live in Lithuania. I want to receive or renew a temporary residence permit, what should I do?
First of all, you must electronically via the Lithuanian Migration Information System (MIGRIS) fill-out the request to issue or change the residence permit and include digital copies of the documents being added to this request. After filling-out the request and booking the visitation time via MIGRIS, within 4 months from the day of filling-out the request via MIGRIS you must personally address in regards to the issuance (changing) of temporary residence permit and submit the biometric data, as well as original documents. These documents shall be added to the request:

- Valid travel document;
Documents affirming the issuance (changing) of the temporary residence permit:
- Documents affirming the family ties (not needed in the event of changing the temporary residence permit);
- The document about sufficient subsistence funds;
The value of subsistence funds is one minimum wage per month. This can be the bank certificate. The funds must be sufficient for the entire period of validity of the requested temporary residence permit or for at least one year.
- An undertaking (confirmation) that you will declare your place of residence in a dwelling with a living area of at least 7 square metres for each adult declaring his/her residence (to be ticked when completing the application via MIGRIS);
- Certificate regarding conviction/non-conviction;
It shall be needed only when you are for the first time addressing in regards to the residence permit. These are the certificates issued by the competent institutions of foreign countries, wherein you lived prior to entering the Republic of Lithuania or have been living for the past 2 years (save for those cases when you were living in the foreign country less than 6 months within 12 months period) affirming that you were/were not convicted therein. The translated in to Lithuanian language, as well as legalized and/or certified (Apostille), when this is needed, certificates must be issued no sooner than 6 months prior to the day of submitting the application regarding the residence permit. If you were convicted, the certificate must indicate when and for which criminal activity you were convicted, what was the sentence awarded and has it been carried-out;
The certificate stating that you were not convicted may be submitted in English or a certified-by-the-interpreter’s-signature translation to English from a different language may be submitted.
- Document regarding health insurance.
Health insurance must conform to such requirements:
- The insurance must guarantee the payment of emergency medical care services, as they are defined in the Law of Health Care System of the Republic of Lithuania, and expenses that could emerge due to the alien’s return to the foreign country for health-related reasons (transportation, including, the accompanying of health care specialist(s)); and
- The insurance must be valid for the whole duration of the requested temporary residence permit or for at least one year.
You do not need health insurance, if compulsory health insurance contributions will be paid for you.
You may submit the health insurance at your own choosing:
- By filling-out the request via ‘MIGRIS’;
- Upon arriving at the booked visitation time at the Migration Department in order to submit the original documents and biometric data.
You must pay the public fees:
- For the acceptance, review of the request to issue/change the temporary residence permit, adoptions of decisions and issuance of the temporary residence permit;
- Based on the general procedure - 160.00 EUR;
- Based on the urgent procedure - 320.00 EUR;
For obtaining of a temporary residence permit you are requested:
- to arrive within your pre-booked timeslot at a relevant territorial office of the Migration Department; or
- you able to apply for a temporary residence permit through an external service provider when you are absent from Lithuania.
For renewal of a temporary residence permit you are requested:
- to arrive within your pre-booked timeslot at a relevant territorial office of the Migration Department.
The decisions regarding temporary residence permits are accepted and temporary residence permits issued:
- Regarding the issuance of permit:
- Based on the general procedure - within 3 months;
- Based on the urgent procedure - within 45 calendar days;
- Regarding the changing of permit:
- Based on the general procedure - within 2 months;
- Based on the urgent procedure - within 1 month.
Important:
- Upon arriving to the Migration Department at the booked time, your presence in Lithuania must be lawful.
An application for renewal of a temporary residence permit in general procedure with the accompanying documents must be submitted at least 1 workday before the expiry of the temporary residence permit, but not earlier than 6 months in advance.
You may, you do not need a work permit in Lithuania.
A temporary residence permit will be issued to you for 2 year and renewed for 4 years.
If are applying for a residence permit in the Republic of Lithuania, you can declare your place of residence as you choose:
- through the Migration Department, at the time of the reserved visit, by presenting the original documents and biometric data attached to the application for a residence permit;
- at the municipality or municipality within 1 month of collecting the residence permit.
When completing the application for a residence permit in the Republic of Lithuania via the Lithuanian Migration Information System (‘MIGRIS’), you must indicate whether you wish to declare your place of residence via the Migration Department and confirm that you undertake to declare your place of residence in a suitable accommodation.
If you did not confirm when completing the application for a residence permit that you undertake to declare your residence in a suitable accommodation, you can add the Form of Undertaking In Regards to the Declaration of Place of Residence to the "Comments" section of the documents attached to the application.
If you choose to declare your place of residence through the Migration Department when applying for a residence permit in the Republic of Lithuania:
- the declaration of residence data must be provided when completing your application, and you do not need to complete a separate declaration of residence;
- when you fill-out the request to issue the residence permit via ‘MIGRIS’, you must add documents affirming your right to declare the place of residence in the dwelling. This can be:
- The consent of the owner, co-owner or their authorized representative of the dwelling to live in the dwelling belonging to the owner (co-owners). The consent of the owner (co-owner) must be confirmed by the notary or elder.
If non-confirmed consent of the owner (co-owner) is submitted, the owner (co-owner) must arrive at the Migration Department with you at the booked visitation time - the employee of the Migration Department accepting your request will confirm the consent of the owner (co-owner).
If the personal identification number has been given to the alien, for whom someone commits, in the Republic of Lithuania, consent may be concluded via www.igalojimai.lt. By choosing this method, in the description of the power of attorney service, the owner (co-owner) shall indicate that they agree to allow to settle-in and declare the place of residence in the dwelling belonging to the owner (co-owner) based on the right of ownership, by indicating the address of the dwelling. In this case, you will have to indicate the identification code given to the power of attorney to the employee of the Migration Department.
The Form of Consent to Settle-In at the Dwelling Belonging to the Owner (Co-Owner).
- Lease or loan-for-use agreement is concluded with the natural person or legal entity. The agreement need not be notarized or registered at SE “Centre of Registers”;
- Letter issued by the legal entity confirming the right to settle-in the premises belonging to the legal entity or the document confirming about the accommodation at the hotel, or the granted hostel.
When filling in an application for a residence permit in the Republic of Lithuania, one of the above-mentioned documents may be attached to the application under the heading "Document on adequate accommodation in the Republic of Lithuania".
You may also submit the aforementioned documents upon arriving at the Migration Department at the booked visitation time in order to submit to the request the biometric data and original documents.
If the dwelling belongs to you on the right of ownership or the lease, or loan-for-use agreement concluded with the natural person or legal entity is registered in the SE “Centre of Registers”, you need not submit the documents confirming these circumstances to the Migration Department.
If you choose to declare your place of residence in the township after withdrawing the residence permit:
After withdrawing the residence permit at the Migration Department, within 1 month from the day of withdrawing the document, you will have to go to the township and declare your place of residence in accordance to the procedure determined by the Director of SE “Centre of Registers”.

Administrative liability may be applied for non-adherence to the requirement to declare your place of residence in Lithuania.
I am a minor, my parents, who have the permit to reside in Lithuania, or one of the spouses of my parents, who is the citizen of Lithuania or has the permit to reside in Lithuania, live in Lithuania. I want to receive or change the temporary residence permit. What must I do?
If you are staying with one of the parents or the spouse of one of the parents who has custody of you who has a temporary residence permit, he/she must have lived in the Republic of Lithuania for the last 2 years, have a temporary residence permit valid for at least 1 year and have reasonable prospects of acquiring the right to reside permanently (i.e. he/she will have grounds to reside in the Republic of Lithuania without interruption for 5 years because he/she is a family member of a citizen of the Republic of Lithuania or a foreigner with a permanent residence permit residing in Lithuania, or he/she is a member of the clergy of a Lithuanian religious community or society, or he/she has been employed full-time for a continuous period of at least 3 years by no more than two employers).
These requirements do not apply:
- if you are staying with one of the parents or the spouse of one of the parents who has custody of you and who applies for a temporary residence permit or has a temporary residence permit:
- as a person of Lithuanian origin or entitled to regain Lithuanian citizenship; or
- as a highly qualified professional worker; or
- as a start-up; or
- as an entrepreneur; or
- as a lecturer or researcher; or
- as an intra-corporate transfer; or
- as a visitor under the Law on Investment; or
- as a national of Australia, Japan, the United Kingdom, the United States, Canada, New Zealand, South Korea, who intends to work or engage in other lawful activity in Lithuania;
- if you are coming to stay with one of the parents or the spouse of one of the parents who has custody of you and who applies for a temporary residence permit or has a temporary residence permit as a long-term resident in another EU Member State, and in the country where he/she has acquired the status of a long-term resident, you were already a family member of that parent or spouse, and you have a document confirming this;
- if you are staying with one of the parents or the spouse of one of the parents who has custody of you and who applies for a temporary residence permit or has a temporary residence permit issued on the basis of studies and is studying for a master's or PhD degree;
- if you are staying with one of the parents or the spouse of one of the parents who has custody of you and who applies for a temporary residence permit on the basis that he or she has completed a master's or PhD degree studies in Lithuania or research and experimental development work;
- if both of your parents are applying for or hold a temporary residence permit;
- if one of your parents, who has been granted custody of you (with proof of this), applies for a temporary residence permit or has a temporary residence permit;
- if the single parent you have applies for a temporary residence permit or has a temporary residence permit.
If a foreigner with a temporary residence permit has a child during his/her stay in the Republic of Lithuania, he/she must apply to the Migration Department for a temporary residence permit for the child within 3 months from the date of birth of the child.

Attention:
Documents of the child (adoptive child) under 16 years of age for the issue or renewal of a temporary residence permit are submitted by one of his parents (adoptive parents) or guardian (carer) or another legal representative. An incapacitated person or person between 2 and 16 year old must be present in person during the submission of the documents of the person.
Minor children over 16 years of age must submit documents concerning the issue or renewal of a temporary residence permit themselves.
- Valid travel document;
Documents affirming the issuance (changing) of the temporary residence permit:
- Documents affirming the family ties (not needed in the event of changing the temporary residence permit);
- If you arrive at the place of the spouse of one of your parents, who is taking care of you, the document affirming the marriage;
- Document regarding sufficient level of subsistence funds (not needed if you are a family member of a foreigner granted asylum in the Republic of Lithuania and you have applied for a temporary residence permit within 6 months of being granted asylum in the Republic of Lithuania, and not required if you are a family member of a foreigner who has been granted temporary residence as a person with the right to restore the citizenship of the Republic of Lithuania or a person of Lithuanian descent);
For example, the obligation of the parents or the spouse of one of the parents, who is taking care of you, to ensure your sufficient subsistence funds in the Republic of Lithuania and their bank certificate or employment contract. The signature of the obligating person must be affirmed by the notary or the employee of Migration Department when the person arrives at the Migration Department.
The value of subsistence funds shall be 0.5 minimum wage per month. There should be enough funds for the whole duration of the requested temporary residence permit or for at least one year.
Form of Undertaking to Provide Sufficient Subsistence Funds for Living in Lithuania.
- An undertaking (confirmation) that you will declare your place of residence in the dwelling (to be ticked when completing the application via MIGRIS). - When filling-out the request to issue the temporary residence permit via ‘MIGRIS’, you affirm that you were not convicted. Is needed only when you for the first time apply in regards to the temporary residence permit, if in the foreign countries, wherein prior to entering the Republic of Lithuania you lived or have been living for the past two years, you were not convicted; or
- Certificate that you were convicted is needed only when you for the first time apply in regards to the temporary residence permit, if in the foreign countries, wherein prior to entering the Republic of Lithuania you lived or have been living for the past two years, you were convicted. These are the certificates issued by the competent institutions of foreign countries affirming that you were convicted therein. The translated in to Lithuanian language, as well as legalized and/or certified (Apostille), when this is needed, certificates must be issued no sooner than 6 months prior to the day of submitting the application regarding the residence permit. The certificate must indicate when and for which criminal activity you were convicted, what was the sentence awarded and has it been carried-out.
- Document regarding health insurance;
Health insurance must conform to such requirements:
- Insurance must guarantee the payment for the expenses of emergency medical services, as they are defined in the Law on Health System of the Republic of Lithuania, and expenses that may occur, due to your return to the foreign country for health-related reasons (transportation, including, the escort of personal health care specialist(s)); and
- The insurance must be valid for the full duration of the validity period of the requested temporary residence permit or at least one year.
No proof of health insurance is required:
- if one of the parents has a permanent residence permit;
- if you are staying with one of the parents or the spouse of one of the parents who has custody of you and who applies for a temporary residence permit or has a temporary residence permit as a person of Lithuanian origin or has the right to regain the citizenship of the Republic of Lithuania;
- if one of the parents has a temporary residence permit and is working in Lithuania or has worked in Lithuania for at least 6 months and is registered with the Employment Service as unemployed.
You may submit the health insurance at your own choosing:
- By filling-out the request via MIGRIS;
- By arriving at the booked visitation time to the Migration Department in order to submit documents and biometric data.
If you are older than 16 years, you must pay the public fees:
- For the acceptance, review of the request to issue/change the temporary residence permit, adoptions of decisions and issuance of the temporary residence permit;
- Based on the general procedure - 160.00 EUR;
- Based on the urgent procedure - 320.00 EUR.
For obtaining or renewal of a temporary residence permit you are requested to arrive within your pre-booked timeslot at:
- a relevant territorial office of the Migration Department; or
- to the International House Vilnius (Konstitucijos pr. 3), where migration services are provided for the family members of the foreigner:
- a highly qualified professional worker;
- a start-up;
- an entrepreneur;
- a lecturer or researcher;
- an intra-corporate transferee;
- coming under the Law on Investment;
- a national of Australia, Japan, the United Kingdom, the United States, Canada, New Zealand, South Korea who intends to work or engage in other activities in Lithuania; or
- to the International House Klaipėda (Taikos pr. 52c), where migration services are provided to the family members of the foreigner:
- a highly qualified professional worker;
- a start-up;
- an entrepreneur;
- a lecturer or researcher.
For obtaining of a temporary residence permit you able to apply for a temporary residence permit through an external service provider when you are absent from Lithuania.
The decision regarding temporary residence permits is accepted and temporary residence permit is issued within the same period as for your parents or the spouse of one of your parents, who is taking care of you:
- Regarding the issuance of permit:
- Based on general procedure - within 3, 2 or 1 month;
- Based on the urgent procedure - within 45 calendar days, 1 month or 15 calendar days;
- Regarding the changing of permit:
- Based on the general procedure - within 2 or 1 month;
- Based on the urgent procedure - within 1 month or 15 calendar days.

If you did not confirm when completing the application for a residence permit that you undertake to declare your residence in a suitable accommodation, where necessary, you can add the Form of Undertaking In Regards to the Declaration of Place of Residence to the "Comments" section of the documents attached to the application.

- By filling-out the request via MIGRIS;
- By arriving at the booked visitation time to the Migration Department in order to submit documents and biometric data.
- If you are older than 75, the undertaking signed by the citizen of the Republic of Lithuania residing in the Republic of Lithuania or alien to pay for the expenses for the health care services provided to you during the period of living in the Republic of Lithuania and no less than 3 insurance companies letters affirming that they refuse to provide to you health insurance, due to old age or health condition. The signature of the obligating person must be affirmed by the notary or the employee of Migration Department when the person arrives at the Migration Department.
Form of Undertaking to Provide Sufficient Subsistence Funds for Living in Lithuania and Pay for Health Care Services.
You must pay the public fees:
- For the acceptance, review of the request to issue/change the temporary residence permit, adoptions of decisions and issuance of the temporary residence permit;
- Based on the general procedure - 160.00 EUR;
- Based on the urgent procedure - 320.00 EUR.
For obtaining of a temporary residence permit you are requested:

By choosing this method, in the description of the power of attorney service, the owner (co-owner) shall indicate that they agree to allow to settle-in and declare the place of residence in the dwelling belonging to the owner (co-owner) based on the right of ownership, by indicating the address of the dwelling. In this case, you will have to indicate the identification code given to the power of attorney to the employee of the Migration Department.
The Form of Consent to Settle-In at the Dwelling Belonging to the Owner (Co-Owner).
- Lease or loan-for-use agreement is concluded with the natural person or legal entity. The agreement need not be notarized or registered at SE “Centre of Registers”;
- Letter issued by the legal entity confirming the right to settle-in the premises belonging to the legal entity or the document confirming about the accommodation at the hotel, or the granted hostel.
When filling in an application for a residence permit in the Republic of Lithuania, one of the above-mentioned documents may be attached to the application under the heading "Document on adequate accommodation in the Republic of Lithuania".
You may also submit the aforementioned documents upon arriving at the Migration Department at the booked visitation time in order to submit to the request the biometric data and original documents.
If the dwelling belongs to you on the right of ownership or the lease, or loan-for-use agreement concluded with the natural person or legal entity is registered in the SE “Centre of Registers”, you need not submit the documents confirming these circumstances to the Migration Department.

These are the certificates issued by the competent institutions of foreign countries, wherein you lived prior to entering the Republic of Lithuania or have been living for the past 2 years (save for those cases when you were living in the foreign country less than 6 months within 12 months period) affirming that you were/were not convicted therein. The translated in to Lithuanian language, as well as legalized and/or certified (Apostille), when this is needed, certificates must be issued no sooner than 6 months prior to the day of submitting the application regarding the residence permit. If you were convicted, the certificate must indicate when and for which criminal activity you were convicted, what was the sentence awarded and has it been carried-out;
The certificate stating that you were not convicted may be submitted in English or a certified-by-the-interpreter’s-signature translation to English from a different language may be submitted.
- Document regarding health insurance (not needed in the event of issuing the temporary residence permit, if you are a family member of a foreigner granted asylum in the Republic of Lithuania and you have applied for a temporary residence permit within 6 months of being granted asylum in the Republic of Lithuania);
Health insurance must conform to such requirements:

If you are visiting your spouse or a person with whom you have a registered partnership agreement who has a temporary residence permit, he or she must have lived in the Republic of Lithuania for the last 2 years, have a temporary residence permit valid for at least one year and have reasonable prospects of acquiring the right to reside permanently in the Republic of Lithuania (ie. he/she will have grounds to reside in the Republic of Lithuania without interruption for 5 years because he/she is a family member of a citizen of the Republic of Lithuania or a foreigner with a permanent residence permit residing in Lithuania, or he/she is a member of the clergy of a Lithuanian religious community or society, or he/she has been employed full-time for a continuous period of at least 3 years by no more than two employers).
These requirements do not apply:
- if you are visiting a spouse or a person with whom you have a registered partnership agreement, who applies for a temporary residence permit or has a temporary residence permit:
- as a person of Lithuanian origin or entitled to regain Lithuanian citizenship; or
- as a highly qualified professional worker; or
- as a start-up; or
- as an entrepreneur; or
- as a lecturer or researcher; or
- as an intra-corporate transfer; or
- as a visitor under the Law on Investment; or
- as a national of Australia, Japan, the United Kingdom, the United States, Canada, New Zealand, South Korea, who intends to work or engage in other lawful activity in Lithuania;
- if you are visiting a spouse or a person with whom you have a registered partnership agreement, who applies for a temporary residence permit or has a temporary residence permit as a long-term resident in another EU country, and the marriage or registered partnership agreement was concluded in the country in which he/she acquired long-term resident status;
- if you are visiting a spouse or a person with whom you have a registered partnership agreement who applies for a temporary residence permit or has a temporary residence permit issued on the basis of studies and is studying for a master's or PhD degree;

You may submit the health insurance at your own choosing:
- By filling-out the request via MIGRIS;
- By arriving at the booked visitation time to the Migration Department in order to submit documents and biometric data.
You must pay the public fees:
- For the acceptance, review of the request to issue/change the temporary residence permit, adoptions of decisions and issuance of the temporary residence permit;
- Based on the general procedure - 160.00 EUR;
- Based on the urgent procedure - 320.00 EUR.

For obtaining of a temporary residence permit you able to apply for a temporary residence permit through an external service provider when you are absent from Lithuania.

If the personal identification number has been given to the alien, for whom someone commits, in the Republic of Lithuania, consent may be concluded via www.igalojimai.lt. By choosing this method, in the description of the power of attorney service, the owner (co-owner) shall indicate that they agree to allow to settle-in and declare the place of residence in the dwelling belonging to the owner (co-owner) based on the right of ownership, by indicating the address of the dwelling. In this case, you will have to indicate the identification code given to the power of attorney to the employee of the Migration Department.
The Form of Consent to Settle-In at the Dwelling Belonging to the Owner (Co-Owner).
- Lease or loan-for-use agreement is concluded with the natural person or legal entity. The agreement need not be notarized or registered at SE “Centre of Registers”;
- Letter issued by the legal entity confirming the right to settle-in the premises belonging to the legal entity or the document confirming about the accommodation at the hotel, or the granted hostel.
When filling in an application for a residence permit in the Republic of Lithuania, one of the above-mentioned documents may be attached to the application under the heading "Document on adequate accommodation in the Republic of Lithuania".

If you come to stay with your child who is supporting you and has a temporary residence permit, he/she must have lived in the Republic of Lithuania for the last 2 years, have a temporary residence permit valid for at least one year and have reasonable prospects of acquiring the right to reside permanently in the Republic of Lithuania (ie. he/she will have grounds to reside in the Republic of Lithuania without interruption for 5 years because he/she is a family member of a citizen of the Republic of Lithuania or a foreigner with a permanent residence permit residing in Lithuania, or he/she is a member of the clergy of a Lithuanian religious community or society, or he/she has been employed full-time for a continuous period of at least 3 years by no more than two employers).
These requirements do not apply:
- if you are visiting your child who is supporting you and applies for or has a temporary residence permit:
- as a person of Lithuanian origin or entitled to regain Lithuanian citizenship; or
- as a highly qualified professional worker; or
- as a start-up; or
- as an entrepreneur; or
- as a lecturer or researcher; or
- as an intra-corporate transfer; or
- as a visitor under the Law on Investment; or
- as a national of Australia, Japan, the United Kingdom, the United States, Canada, New Zealand, South Korea, who intends to work or engage in other lawful activity in Lithuania;
- if you are visiting your child who is dependent on you and applies for a temporary residence permit or has a temporary residence permit as a long-term resident in another EU country, and you have documents proving that you were already dependent in the country where he/she acquired long-term resident status.

The value of subsistence funds is one minimum wage per month. - when you fill-out the request to issue the residence permit via ‘MIGRIS’, you must add documents affirming your right to declare the place of residence in the dwelling. This can be:
- The consent of the owner, co-owner or their authorized representative of the dwelling to live in the dwelling belonging to the owner (co-owners). The consent of the owner (co-owner) must be confirmed by the notary or elder.
If non-confirmed consent of the owner (co-owner) is submitted, the owner (co-owner) must arrive at the Migration Department with you at the booked visitation time - the employee of the Migration Department accepting your request will confirm the consent of the owner (co-owner).
If the personal identification number has been given to the alien, for whom someone commits, in the Republic of Lithuania, consent may be concluded via www.igalojimai.lt. By choosing this method, in the description of the power of attorney service, the owner (co-owner) shall indicate that they agree to allow to settle-in and declare the place of residence in the dwelling belonging to the owner (co-owner) based on the right of ownership, by indicating the address of the dwelling. In this case, you will have to indicate the identification code given to the power of attorney to the employee of the Migration Department.
The Form of Consent to Settle-In at the Dwelling Belonging to the Owner (Co-Owner).
- Lease or loan-for-use agreement is concluded with the natural person or legal entity. The agreement need not be notarized or registered at SE “Centre of Registers”;
- Letter issued by the legal entity confirming the right to settle-in the premises belonging to the legal entity or the document confirming about the accommodation at the hotel, or the granted hostel.
When filling in an application for a residence permit in the Republic of Lithuania, one of the above-mentioned documents may be attached to the application under the heading "Document on adequate accommodation in the Republic of Lithuania".
You may also submit the aforementioned documents upon arriving at the Migration Department at the booked visitation time in order to submit to the request the biometric data and original documents.
If the dwelling belongs to you on the right of ownership or the lease, or loan-for-use agreement concluded with the natural person or legal entity is registered in the SE “Centre of Registers”, you need not submit the documents confirming these circumstances to the Migration Department.
If you choose to declare your place of residence in the township after withdrawing the residence permit:
After withdrawing the residence permit at the Migration Department, within 1 month from the day of withdrawing the document, you will have to go to the township and declare your place of residence in accordance to the procedure determined by the Director of SE “Centre of Registers”.

Serious circumstances have arisen regarding divorce or death of a family member. I want to receive or renew a temporary residence permit, what should I do?
In this case, the application to issue a temporary residence permit must be lodged before the divorce or dissolution of the registered partnership or the day of death of the family member, where the alien has not yet been granted a temporary residence permit for family reunification or not later than within six months after the divorce or dissolution of the registered partnership or the day of death of the family member, where the alien held a temporary residence permit issued for family reunification before the divorce or dissolution of the registered partnership or the day of death of the family member.
First of all, you must electronically via the Lithuanian Migration Information System (MIGRIS) fill-out the request to issue or change the residence permit and include digital copies of the documents being added to this request. After filling-out the request and booking the visitation time via MIGRIS, within 4 months from the day of filling-out the request via MIGRIS you must personally address in regards to the issuance (changing) of temporary residence permit and submit the biometric data, as well as original documents. These documents shall be added to the request:

Document supporting the grounds for the issue or renewal of a temporary residence permit.
- document confirming the dissolution of a marriage or registered partnership agreement or the death of a family member;
- Documents certifying that difficult circumstances arose because of the dissolution of the marriage or termination of the registered partnership agreement or the death of the family member;
- I am alone raising underage children or caring for a minor child of a former spouse or a person with whom a registered partnership agreement has been concluded;
- I cannot leave the Republic of Lithuania due to medical condition or old age, or have no permanent residence in my country of origin.

The document about sufficient subsistence funds;
The value of subsistence funds is one minimum wage per month. This can be the bank certificate. The funds must be sufficient for the entire period of validity of the requested temporary residence permit.
- An undertaking (confirmation) that you will declare your place of residence in the dwelling, the residential area of which for one adult person, who declared their place of residence therein, will be no less than 7 square meters (to be ticked when completing the application via MIGRIS);
- Document regarding health insurance.
Health insurance must conform to such requirements:
- The insurance must guarantee the payment of emergency medical care services, as they are defined in the Law of Health Care System of the Republic of Lithuania, and expenses that could emerge due to the alien’s return to the foreign country for health-related reasons (transportation, including, the accompanying of health care specialist(s)); and
- The insurance must be valid for the whole duration of the requested temporary residence permit or for at least one year.
You do not need health insurance, if compulsory health insurance contributions will be paid for you.
You may submit the health insurance at your own choosing:
- By filling-out the request via ‘MIGRIS’;
- Upon arriving at the booked visitation time at the Migration Department in order to submit the original documents and biometric data.
You must pay the public fees:
- For the acceptance, review of the request to issue the temporary residence permit, adoptions of decisions and issuance of the temporary residence permit;
- Based on the general procedure - 160.00 EUR;
- Based on the urgent procedure - 320.00 EUR.
For obtaining of a temporary residence permit you are requested:
- to arrive within your pre-booked timeslot at a relevant territorial office of the Migration Department; or
- you able to apply for a temporary residence permit through an external service provider when you are absent from Lithuania.
The decisions regarding temporary residence permits are accepted and temporary residence permits issued:

- Based on the general procedure - within 3 months;
- Based on the urgent procedure - within 45 calendar days.
Important:
- Upon arriving to the Migration Department at the booked time, your presence in Lithuania must be lawful.
A temporary residence permit will be issued to you or renewed for 1 year.
If you are applying for a residence permit in the Republic of Lithuania, you can declare your place of residence as you choose:
- through the Migration Department, at the time of the reserved visit, by presenting the original documents and biometric data attached to the application for a residence permit;
- at the municipality or municipality within 1 month of collecting the residence permit.
When completing the application for a residence permit in the Republic of Lithuania via the Lithuanian Migration Information System (‘MIGRIS’), you must indicate whether you wish to declare your place of residence via the Migration Department and confirm that you undertake to declare your place of residence in a suitable accommodation.
If you did not confirm when completing the application for a residence permit that you undertake to declare your residence in a suitable accommodation, you can add the Form of Undertaking In Regards to the Declaration of Place of Residence to the "Comments" section of the documents attached to the application.
If you choose to declare your place of residence through the Migration Department when applying for a residence permit in the Republic of Lithuania:
- the declaration of residence data must be provided when completing your application, and you do not need to complete a separate declaration of residence;
- when you fill-out the request to issue the residence permit via ‘MIGRIS’, you must add documents affirming your right to declare the place of residence in the dwelling. This can be:
