Family
If you are a Lithuanian citizen, a person who has the right to reinstate citizenship of the Republic of Lithuania or a family member of a person of Lithuanian descent and you move with him/her to live in Lithuania, you may be issued a permanent residence permit.
If you are a minor and one of your parents resides in Lithuania, in the cases described below, you may come to him/her and have a permanent residence permit.
I came to live in Lithuania with a Lithuanian citizen as a member of his family
You can get a permanent residence permit in Lithuania if you come to Lithuania to live with a citizen of the Republic of Lithuania as a family member.
Family members are the spouse or the person with whom the registered partnership agreement has been concluded, the minor children (adopted children), including the minor children of the spouse or the person with whom the registered partnership agreement is concluded, if they are not married and dependent on the parents, as well as parents of the Lithuanian citizen if they have been dependent for at least 1 year and cannot get support from other family members living abroad.
You must submit the documents regarding the permanent residence permit within 3 months from the day of entry of the citizen of the Republic of Lithuania into the Republic of Lithuania.
Arrival to the Republic of Lithuania is a move together with a Lithuanian citizen from another country to live in Lithuania.
You must first submit an application for an issue or renewal of a permanent residence permit electronically through the Lithuanian Migration Information System (MIGRIS). Upon submission of application and after booking the visit time through MIGRIS, you must apply for a permanent residence permit (renewal) in person within 4 months from the date of submission of the application to the MIGRIS and submit the biometric data and the following documents:

1. application number;
2. valid travel document;
3. Documents certifying that A citizen of the Republic of Lithuania resided in a foreign country before coming with you to the Republic of Lithuania;
Residence permit or travel document (passport) issued by a foreign state, relevant certificate issued by a foreign state or other.
4. Documents certifying that you are a family member of a citizen of the Republic of Lithuania;
- a document certifying marriage with a citizen of the Republic of Lithuania or a registered partnership agreement with a citizen of the Republic of Lithuania;
or
- documents certifying that you are a minor child (adopted child) of a citizen of the Republic of Lithuania;
or
- documents certifying that you are a non-married underage child (adopted child) of the spouse of the citizen of the Republic of Lithuania or a person with whom a citizen of the Republic of Lithuania has a registered partnership agreement, dependent from parents
or
- documents certifying that you are the father (mother) of a citizen of the Republic of Lithuania and that you are dependent of a citizen of the Republic of Lithuania for at least one year and cannot get support from other family members living abroad.
NOTE. These documents are provided only in the absence of such data in the registers of residents of the Republic of Lithuania or registers of foreigners.
5. a certificate of (non) conviction if you are over 14 years of age;
A valid certificate issued by competent authorities of the foreign country (s) in which you lived or are currently resident for the last 2 years prior to your arrival in the Republic of Lithuania (except for cases where your stay in a foreign country was less than 6 months within 12 months) confirming that you (not) have convictions in this (these) State (s). This certificate must be issued no earlier than 6 months before the date of application for a permanent residence permit. If you have convictions, this certificate must state when and for what kind of criminal offense you were sentenced, what kind of punishment has been imposed, and whether it has been served.
6. Document about sufficient means of subsistence;
You must provide a document confirming that you have sufficient funds for living in the Republic of Lithuania for at least one year. The amount of subsistence is 1 minimum monthly salary for one month, for a minor foreigner – 0.5 minimum monthly salary per month.
If you are a dependent of a family member, you must submit the family member's obligation to support you, and the documents confirming that he has sufficient funds and/or receives regular income sufficient for himself and you to reside in the Republic of Lithuania.
7. The undertaking (confirmation) that you will declare your residence in a dwelling with a living area of at least 7 square metres for each adult person declaring a residence therein (to be confirmed by completing the application via MIGRIS);
8. a document certifying the legal stay;
For example, a visa or a residence permit.
You must pay the state levy (unless you are exempt from it) for the application for accepting, examining the application for the issue/renewal of a permanent residence decision-making permit and issuing a permanent residence permit:
- in accordance with the general procedure – EUR 160;
- urgently – EUR 320.
For the issuance of the document, you must contact:
- Territorial division of the Migration department.
A decision on the permanent residence permit is made and a permanent residence permit is issued:
- in accordance with the general procedure – within 3 months;
- urgently – within 45 days.
Important.
Documents of the child (adopted child) under the age of sixteen for permanent residence permit are submitted by one of the parents (adoptive parents) upon submitting identity document, or guardian (caregiver) or other legal representative, upon submitting the document certifying the guardianship (custody) or other legal representation, and the identity document. The child must be present in person during the submission of the documents of the child (adoptive child).
Minor children over 16 years of age must submit documents concerning the issue of a permanent residence permit themselves.
If you are submitting a request to issue Lithuanian Republic residence permit, you may choose to declare your place of residence:
- By arriving at the booked visitation time at the Migration Department to submit the original documents and biometric data to the request to issue the permit;
- At the township or municipality within 1 month from the withdrawal of residence permit.
When filling-out the request to issue the temporary residence permit via the Lithuanian Migration Information System (‘MIGRIS’) you must affirm that you undertake to declare your place of residence in a respective dwelling and when filling-out the request to issue permanent residence permit the aforementioned undertaking may be added in the column “Valid Travel Document” (lith. Galiojantis kelionės dokumentas).
Form of Undertaking In Regards to the Declaration of Place of Residence.
If you choose to declare your place at the Migration Department, when submitting the request to issue the residence permit:
- You need to indicate the data about the place of residence in Lithuania when filling-out the request, you do not need to additionally fill-out the place of residence declaration.
- When you fill-out the request to issue the residence permit via ‘MIGRIS’, you must add documents affirming your right to declare the place of residence in the dwelling. This can be:
- The consent of the owner, co-owner or their authorized representative of the dwelling to live in the dwelling belonging to the owner (co-owners). The consent of the owner (co-owner) must be confirmed by the notary or elder.
If non-confirmed consent of the owner (co-owner) is submitted, the owner (co-owner) must arrive at the Migration Department with you at the booked visitation time - the employee of the Migration Department accepting your request will confirm the consent of the owner (co-owner).
If the personal identification number has been given to the alien, for whom someone commits, in the Republic of Lithuania, consent may be concluded via www.igalojimai.lt. By choosing this method, in the description of the power of attorney service, the owner (co-owner) shall indicate that they agree to allow to settle-in and declare the place of residence in the dwelling belonging to the owner (co-owner) based on the right of ownership, by indicating the address of the dwelling. In this case, you will have to indicate the identification code given to the power of attorney to the employee of the Migration Department.
The Form of Consent to Settle-In at the Dwelling Belonging to the Owner (Co-Owner).
- Lease or loan-for-use agreement is concluded with the natural person or legal entity. The agreement need not be notarized or registered at SE “Center of Registers”;
- Letter issued by the legal entity confirming the right to settle-in the premises belonging to the legal entity or the document confirming about the accommodation at the hotel, or the granted hostel.
When filling-out the request to issue the temporary residence permit, one of the aforementioned documents may be added to the column “Document Regarding the Suitable Dwelling in the Republic of Lithuania” (lith. Dokumentas dėl tinkamos gyvenamosios patalpos Lietuvos Respublikoje), while filling-out the request to issue the permanent residence permit, one of the aforementioned documents may be added to the column “Valid Travel Document”.
You may also submit the aforementioned documents upon arriving at the Migration Department at the booked visitation time in order to submit to the request the biometric data and original documents.
If the dwelling belongs to you on the right of ownership or the lease, or loan-for-use agreement concluded with the natural person or legal entity is registered in the SE “Center of Registers”, you need not submit the documents confirming these circumstances to the Migration Department.
If you choose to declare your place of residence in the township after withdrawing the residence permit:
After withdrawing the residence permit at the Migration Department, within 1 month from the day of withdrawing the document, you will have to go to the township and declare your place of residence in accordance to the procedure determined by the Director of SE “Center of Registers”.

I am a minor whose parents, or one of them, are Lithuanian citizens or live in Lithuania with a permanent residence permit
You can obtain a permanent residence permit to live in Lithuania if your parents or one of them is a citizen of the Republic of Lithuania whose place of residence is declared in Lithuania or has a permanent residence permit in the Republic of Lithuania.
You must first submit an application for an issue or renewal of a permanent residence permit electronically through the Lithuanian Migration Information System (MIGRIS). Yes, you can leave and return to Lithuania during the permit period. However, you will lose the right of permanent residence in Lithuania and your permanent residence permit may be revoked if you reside in a non-European Union country for more than 12 months or you leave Lithuania to live in another European Union member state for more than 6 years or you will acquire the status of a long-term resident in another European Union member state.
If you leave the Republic of Lithuania for more than 6 months period, in accordance with the procedure established by the Law on Declaration of Residence, you must declare your departure. If you declare leaving the Republic of Lithuania, your permanent residence permit will become invalid and you will lose the right to permanent residence in Lithuania.
