I want to get the personal identity card and/or the passport of the Republic of Lithuania
The identity card and passport of the Republic of Lithuania are issued only to citizens of the Republic of Lithuania.
Personal documents
The purpose of the personal identity card and passport, the terms and conditions for their issue, replacement, use and validity, and the data contained therein are regulated by the Republic of Lithuania Law on Personal identity Card and Passport.
The personal documents, confirming the identity and nationality of the citizen of the Republic of Lithuania are the personal identity card and passport.
Personal identity card is an identity document of a citizen of the Republic of Lithuania (hereinafter the citizen) confirming his/her identity and citizenship, intended for use in the Republic of Lithuania, and can be used to travel to foreign countries that recognize personal identity cards as a travel document.
In accordance with the 2004 April 29 Directive 2004/38 / EC of the European Parliament and of the Council, all citizens of EU Member States (Ireland, Austria, Belgium, Bulgaria, the Czech Republic, Denmark, Estonia, Greece, Spain, Italy, Cyprus, Croatia, Latvia, Poland, Lithuania, Luxembourg, Malta, The Netherlands, Portugal, France, Romania, Slovakia, Slovenia, Finland, Sweden, Hungary, Germany) holding a valid identity card issued by their own country have the right to leave the territory of a Member State to another Member State.
The identity card of the Republic of Lithuania is also recognized as valid for travel by the following countries: Albania, Bosnia and Herzegovina, Iceland, Montenegro, Liechtenstein, Northern Macedonia, Moldova, Monaco, Norway, Sakartvelo, San Marino, Serbia, Switzerland, Vatican City.

Passport is a personal document of a citizen of the Republic of Lithuania confirming his/her identity and citizenship and intended for travelling abroad or using it in the Republic of Lithuania.
A citizen may have both a personal identity card and a passport at the same time.
Citizens residing in the Republic of Lithuania must have a personal identity card or a passport from the age of 16 if they have no valid passport of a citizen of the Republic of Lithuania or if they have not submitted documents for the issuance or replacement of a personal identity card or a passport in the manner prescribed by legal acts. Citizens residing in the Republic of Lithuania, who have reached the age of 16, must submit documents for the issuance of a personal identity card or a passport no later than one month after they have reached the age of 16 years.
For a citizen under the age of 16, as well as a citizen living in a foreign country, a personal identity card or a passport is issued at his request.
Documents for the issuance or replacement of a personal identity card or a passport (regardless of your declared place of residence) must be submitted in person to the selected branch of the Migration Department, and if you live in a foreign country – to a consular office of the Republic of Lithuania or a selected branch of the Migration Department.
The personal identity card is valid for:
issued to a citizen under the age of 5 years – for 2 years;
issued to a citizen from the age of 5 years to 16 years – for 5 years;
issued to a citizen from the age of 16 to 70 years – for 10 years;
issued to a citizen from the age of 70 years – for 30 years;
issued to a citizen without electronically recorded fingerprints when they cannot be scanned temporarily – for 12 months.
The passport is valid:
issued to a citizen under the age of 5 years – for 2 years;
issued to a citizen from the age of 5 years to 16 years – for 5 years;
issued to a citizen from the age of 16 – for 10 years;
issued to a citizen without electronically recorded fingerprints, when they cannot be scanned temporarily – for 12 months.
The personal identity card is replaced when:
- the citizen changes the personal details (name, surname, gender, date of birth) or the citizen is assigned a new personal identification number;
- the card has become unsuitable for use;
- the card contains inaccurate entries;
- the card expired;
- it is requested by the citizen.
The passport is replaced when:
- the citizen changes the personal details (name, surname, gender, date of birth, place of birth, nationality) or the citizen is assigned a new personal code
- the passport has become unsuitable for use;
- the passport contains inaccurate entries;
- the passport has expired;
- no empty visa pages are left;
- it is requested by the citizen.
Submission of documents for the receipt/replacement of the personal identity card or/and a passport
A citizen residing in the Republic of Lithuania must submit the documents for the issuance or replacement of a personal identity card or a passport in person to a selected branch of the Migration Department (irrespective of the declared place of residence), and a citizen living in a foreign country – to a consular office of the Republic of Lithuania or a selected branch of the Migration Department.
A citizen may submit an application for obtaining (changing) a passport or a personal identity card through the Lithuanian Migration Information System (MIGRIS) only if all biometric data of the citizen and the citizen's signature (if the signature is required to be in the personal identity card and/or passport) as set out in the Law on Personal Identity Cards and Passports of the Republic of Lithuania have been recorded in his/her personal identity card or passport, and no more than 6 months have elapsed since the scanning of the biometric data of the citizen.
When submitting an application for the issue or replacement of personal document, the person must have declared his place of residence in Lithuania or declared his departure from Lithuania.
Declarations on the place of residence can be submitted:
- In the sub-municipal area according to the place of residence or another unit of the municipality responsible for the performance of these functions;
- Online via the e-government gateway www.epaslaugos.lt by choosing the category “Sub-municipal areas, municipalities” under the “Services for residents”, and the service “Declaration of the place of residence in Lithuania” or “Declaration of place of residence upon departure from Lithuania”;
- Persons who have left Lithuania for a period of more than 6 months and have not submitted a declaration before departure may submit their departure declarations online or via the consular offices of the Republic of Lithuania abroad.

The following steps are required to order a first personal document for a child:
- To record (for births abroad) or register (for births in Lithuania) the birth of a child in the Civil Registry Office in Lithuania (link https://mepis.registrucentras.lt/web/mepis/paslaugos.)
- To submit an application for the issuance of an identity document to the selected migration division or consular office of the Republic of Lithuania.
The participation of a child under the age of 2 year in a migration department or a consular post in the Republic of Lithuania is not required. If the child is absent, two identical photos, corresponding to the age of the citizen, must be submitted (for more details on photos, see the website of the Identity Documents Personalisation Centre, otherwise they are not required.
An application for an identity document for a citizen under the age of 2 years cannot be submitted via MIGRIS.
In order for the document to be produced as a matter of urgency and upon payment of the state levy for this service at the bank or via e-mail, the application must be accompanied by a bank receipt or a printed payment order, certified by a bank stamp and signed by the bank employee.
An application for the issue of the first child identity document may be submitted by:
- One of the parents by presenting his/her identity document;
- Guardian – by presenting the documents certifying the guardianship and his/her valid identity document.
- Representative of a social care establishment – by presenting the confirming documents and a valid identity document.

Another person – if the above persons do not submit the application, the personal identity card or passport may be issued or replaced through the participation of the State Child Rights Protection Authority or the foreign state authority responsible for the protection of the rights of the child. Please note that this document must state the reasons why neither parent nor guardian can submit an application for an identity document and other necessary documents, and identify a person representing the best interests of the child who will submit the application by submitting a letter of mediation from the State Children's Rights Protection Agency, his/her valid identity document and an the child identity document to be replaced (even the expired document).
The participation of a child from the age of 2 for submission of the application for the issue or replacement of a document is necessary!
This is the first child identification document, the application and documents are submitted by:
- One of the parents by presenting his/her identity document;
For divorced parents:
- the parent with whom the child is domiciled – by presenting a court order confirming this fact, and a valid identity document;
- the other parent – by presenting a written consent of the parent with whom the child is domiciled (the signature must be certified by a notary or in an equivalent procedure, except in cases where the consent is drawn up in the presence of a civil servant or consular officer of the authorised migration division), court order and his/her valid identity document.
- Guardian – by presenting the documents certifying the guardianship and his/her valid identity document.
- Representative of a social care establishment – by presenting the confirming documents and a valid identity document.
In the case of replacement of the child's identity document, the application may be submitted by:
- One of the parents by presenting his/her identity document and the child’s document to be replaced (even the expired document);
For divorced parents:
- the parent with whom the child is domiciled – by presenting a court order confirming this fact, his Glasgow valid identity document and the child’s document to be replaced (even the expired document);
- the other parent – by presenting a written consent of the parent with whom the child is domiciled (the signature must be certified by a notary or in an equivalent procedure, except in cases where the consent is drawn up in the presence of a civil servant or consular officer of the authorised migration division), the court order, his/her valid identity document and the child’s document to be replaced (even the expired document).
- Guardian – by presenting the documents attesting to the guardianship/custody, his/her valid identity document and the child’s document to be replaced (even the expired document).
- Representative of a social care institution – by presenting the confirming documents, his/her valid identity document and the child’s document to be replaced (even the expired document).
- Another person – if the above persons do not submit the application, the personal identity card or passport may be issued or replaced through the participation of the State Child Rights Protection Authority or the foreign state authority responsible for the protection of the rights of the child. Please note that this document must state the reasons why neither parent nor guardian can submit an application for an identity document and other necessary documents, and identify a person representing the best interests of the child who will submit the application by submitting a letter of mediation from the State Children's Rights Protection Agency, his/her valid identity document and an the child identity document to be replaced (even the expired document).
An application for the issue or replacement of an identity document from the age of 16 is submitted by the person.
IMPORTANT. If he/she has not previously been issued with a document certifying his/her identity and nationality and if the person is under 18 years of age, when applying for the issue of the document, he/she must be present together with:
- One of the parents by presenting his/her identity document;
For divorced parents:
- the parent with whom the child is domiciled – by presenting a court order confirming this fact, and a valid identity document;
- the other parent – by presenting a written consent of the parent with whom the child is domiciled (the signature must be certified by a notary or in an equivalent procedure, except in cases where the consent is drawn up in the presence of a civil servant or consular officer of the authorised migration division), court order and his/her valid identity document.
- Guardian – by presenting the documents certifying the guardianship and his/her valid identity document.
- Representative of a social care establishment – by presenting the confirming documents and a valid identity document.
In the case of a replacement personal document, the person lodging the application must submit it himself/herself by submitting another valid identity document, (if the replacement document is lost, another valid identity document (passport or ID card) must be presented, if any. If it has not been issued or is also lost, another valid document with a photo can be presented (e.g. a driving license).
Please note that the personal document to be replaced is returned to the individual upon verification of the personal data.

The following can visit the customer service department without prior registration:
- persons who have reached the age of retirement (which is stated in the law on state social insurance pensions of Lithuanian Republic);
- persons with disabilities;
- citizens of the Republic of Lithuania who wish to order and receive a passport as a matter of urgency, on the same day;
- citizens of the Republic of Lithuania who wish to order and receive an identity card within 1 workday.
Migration services are provided to such persons as soon as a customer service desk becomes available.
Persons from the age of 2 must be present upon submission of application for the issuance or replacement of an identity document. If a person cannot arrive to the migration unit in person because of a disability, upon arranging the arrival time, the employee of the migration unit arrives to his home, health care or care institution with the mobile biometric recording equipment to accept the application for the issue or replacement of a personal identity document. In this case, the documents are only produced in a general procedure within 1 month.

Change of passport and identity card online
A citizen can apply for the issuance (change) of a passport or identity card of the Republic of Lithuania through the Lithuanian Migration Information System (MIGRIS), if:
- The citizen has a passport or identity card that was issued no earlier than 6 month ago;
- When applying for the issuance of a passport or personal identity card, the citizen submitted his biometric data (facial image, fingerprints and signature). The signature must not be present if the person is recognized as incompetent in a certain area, is unable to sign due to a physical disability, is younger than 14 years old.
If the application for the issuance (change) of the personal document is submitted through MIGRIS, the citizen’s facial image, two fingerprints and signature as recorded in the last issued personal identity and citizenship document are recorded in the personal identity card and passport.
A citizen who has ordered an identity document online will have to personally come to the Customer Service Department of the Migration Department specified in the application to collect this document (even if the citizen is a minor).
Change of poor quality documents
The passport or identity card of a citizen of the Republic of Lithuania is changed free of charge when:
- A technically damaged passport or identity card of the Republic of Lithuania has been issued to a citizen;
- The issued passport or identity card of the Republic of Lithuania contains inaccurate entries due to no fault of the citizen;
In other cases, a citizen must pay a state fee for a changing a passport or identity card.
In order to change an identity document, a citizen must come to the Customer Service Department of the Migration Department and present the identity document issued to the citizen and describe a brief characteristic of the defect.
Collection of personal documents
The citizen shall collect the identity card or passport from the territorial department of the Migration Department (the same territorial department of the Migration Department where he/she has submitted an application for issuance of an identity document or from another territorial department of the Migration Department (i.e. other than the one where he/she has submitted an application)), from the diplomatic mission or consular office of the Republic of Lithuania to which he/she has applied for issuance or replacement of an identity card or passport, or from the address indicated by the citizen (only in the territory of Lithuania), in the case of a request for courier service.
When a citizen submits an application via the Lithuanian Migration Information System (MIGRIS) for obtaining (changing) a passport or an ID card, if no more than 6 months have passed since the scanning of the citizen's biometric data, the identity document shall be collected at the department indicated at the time of application. The collection of the identity document for a citizen declared incapacitated in a certain area must be attended by the applicant and the citizen himself, to whom the identity and nationality document is issued.
At the customer's request, the identity card, if it is not accompanied by the person's electronic identification certificate and qualified electronic signature certificate, or the passport can be delivered to the address indicated by the customer in Lithuania and handed over by a courier.
The price of the service is EUR 9.99 for each personal document ordered separately.
Payment for the service can made by card.
The service is provided only when applying for the issuance (replacement) of an identity card or passport under the general procedure.
No courier service will be provided in such cases:
• when the document confirming the identity and citizenship of the Republic of Lithuania is issued for the first time;
• when the citizen wishes to obtain the identity document urgently, i.e. on the same day, within 1 working day or within 5 working days;
• at the time of the application for an identity card, the citizen has expressed his/her wish for the identity card to include the person's electronic identification certificate and qualified electronic signature certificate;
• the person does not have a valid identity document (passport or identity card - i.e. lost, stolen or expired less than one month ago).

The cost of the service is EUR 9.99 for each personal document ordered separately.
Payment for this service can only be made by card payment on the spot.
The new personal identity card or new passport can be collected by:
- the person himself;
- his/her authorised person by submitting an identity document and a power of attorney (the original of the notarised power of attorney or the number of the power of attorney drawn up using the means of information technology must be submitted);
- another legal representative. When a personal identity card or passport is collected by a guardian or other legal representative of the legally incapable citizen, he or she must provide documents verifying these facts and the personal identity document;
- the person indicated in the written applications submitted by the citizen to the Migration Department or the consular post of the Republic of Lithuania, along with the documents for the issuance or replacement of a personal identity card or a passport, by presenting his identity document.
When collecting the personal identity card and/or passport with the changed personal details, the personal identity card or the passport containing the unchanged personal data must be submitted.
When collecting a new a personal identity card or a new passport, the replaced personal identity card or a replaced passport are not required when these documents are invalid because their validity has expired.
The personal documents produced are stored at the migration branch for 1 year from the date of production, and you can collect them during this period.
The following persons must collect a personal identity card or a passport of a citizen under the age of 16:
- one of the parents;
- guardian (custodian);
- his or her authorised person, by presenting the personal identity document and the power of attorney;
- another legal representative. When a personal identity card or passport is collected by a guardian or other legal representative of the legally incapable citizen, he or she must provide documents verifying these facts and the personal identity document;
- the person specified in the citizen's written application submitted to the Migration branch or the consular post of the Republic of Lithuania together with the documents for the issuance or replacement of the personal identity card or passport, by presenting an identity document;
- person representing the child’s interests, indicated in the mediation document of the state child rights protection authority or the foreign state authority responsible for the protection of the rights of the child, by presenting his/her identity document.
For divorced parents of the child:
- the parent with whom the child has been domiciled – by submitting the court order, his/ identity document and a valid child's identity document (if any);
- the other parent – by presenting a power of attorney of the parent with whom the child is domiciled (a notarised original power of attorney or the number of the power of attorney issued by means of information technology), (link to https://igaliojimai.lt/), court order, his/her identity document and the valid child identity document to be replaced (if any);
- guardian – the documents certifying the guardianship/custody, his/her personal document and a valid child's identity document (if any).

- authorised person – by submitting the notarised power of attorney or the number of the power of attorney issued by means of information technology, his/her valid identity document and a valid child identity document to be replaced (if any).
Individuals from 14 years of age, together with the personal identity card, may be issued with an envelope with a password, which is required to sign with a qualified electronic signature. Upon request by the individual, his participation upon collection of the personal identification card is mandatory. Otherwise, it is not necessary for the child to attend and he/she may receive an envelope with a new password according to the procedure indicated under the section “Certificates and their update”.
The collection of an identity document for a citizen between the ages of 2 and 16 or for a citizen who has been declared incapacitated in a certain area must be carried out in the presence of both the applicant and the citizen, who will be issued with a document confirming his/her identity and nationality.
A personal identity card or a passport of children aged from the age of 16 to 18 years can be collected by:
- The person himself,
- One of the parents, a guardian or an authorised person (see the information “Documents of children under the age of 16 years can be collected).
Individuals from 14 years of age, together with the personal identity card, may be issued with an envelope with a password, which is required to sign with a qualified electronic signature. Upon request by the individual, his participation upon collection of the personal identification card is mandatory. Otherwise, it is not necessary for the child to attend and he/she may receive an envelope with a new password according to the procedure indicated under the section “Certificates and their update”.
Documents for children from the age of 18 can be collected by:
- A person submitting an exchangeable valid identity document and or when an exchangeable identity document is not valid, another valid document;
- authorised person – by submitting the notarised power of attorney or the number of the power of attorney issued by means of information technology, his/her identity document and a valid child identity document of the citizen to be replaced
- another legal representative. When a personal identity card or passport is collected by a guardian or other legal representative of the legally incapable citizen, he or she must provide documents verifying these facts and the personal identity document;
- the person specified in the citizen's written application submitted to the Migration branch or the consular post of the Republic of Lithuania together with the documents for the issuance or replacement of the personal identity card or passport, by presenting an identity document;
Individuals from 14 years of age, together with the personal identity card, may be issued with an envelope with a password. If the personal identity card is collected by an authorised person, this envelope is not issued. To get a new password, this can be done in the manner described under the “Certificates and their update” section.
When a citizen submits an application via the Lithuanian Migration Information System (MIGRIS) for obtaining (changing) a passport or an ID card, if no more than 6 months have passed since the scanning of the citizen's biometric data, the identity document shall be collected at the department indicated at the time of application. The collection of the identity document for a citizen declared incapacitated in a certain area must be attended by the applicant and the citizen himself, to whom the identity and nationality document is issued.

The state levy in all migration units can be paid by bank card during the submission of the application.
The state levy can also be paid at the bank or via e-banking, by money transfers (payment code – 5740) to one of the accounts of the State Tax Inspectorate under the Ministry of Finance of the Republic of Lithuania: https://www.vmi.lt/evmi/en/saskaitos-ir-imoku-kodai.
Please note that when paying for another person, you should use the extended payment form and indicate the full name and the personal number of the citizen for whom the payment is made.
In order for the document to be produced as a matter of urgency and upon payment of the state levy for this service at the bank or via e-mail, the application must be accompanied by a bank receipt or a printed payment order, certified by a bank stamp and signed by the bank employee.
Certificates and their update
Starting from July 1, 2023, the identity card shall include the personal electronic identification and qualified certificates for signing electronic documents with a qualified electronic signature (hereinafter “certificates”) valid for 5 years. The envelope containing the password, necessary for the use of the features of the certificates, shall be issued and the certificates shall be activated for persons aged 14 years or over, only if they are present at the time of the collection of the identity document.
If an authorised person collects the identity card to be issued or replaced, the certificates shall not be activated and the envelope containing the password shall not be delivered. In this case the certificates cannot be used.
Citizens have the option of ordering the identity card with or without the personal electronic identification certificate and qualified electronic signature certificate. If a citizen does not wish to have a personal electronic identification certificate and a qualified electronic signature certificate, the citizen will not be able to e-sign with the identity card upon receiving it.
If the password (PIN) is blocked or forgotten, it is not possible to renew the certificates and the person must apply for a new identity card containing the certificates.
If a person was issued an identity card before 24.04.2023 and did not receive an envelope with the password when collecting it, or did not wish to use the identity card for an electronic signature, there is no possibility to add (update) the certificates on the existing identity card and the person must apply for a new identity card with the certificates included.
If a person was issued an identity card after 02.01.2024 and when ordering the identity card, the person did not wish to use it for an electronic signature, but later changed his/her mind, the certificates can be added (renewed) to the card when the person comes to the territorial department of the Migration Department (Vilnius, Kaunas, Klaipėda, Marijampolė, Panevėžys, Alytus, Šiauliai, Tauragė, Telšiai, Utena) with his/her identity card. This service is free of charge.
Upon arrival at the aforementioned territorial offices of the Migration Department, a person may also submit an application for suspension or revocation of the validity of the certificates, as well as for the lifting of the temporary suspension of the certificates.
Requests for temporary suspension of certificates can also be submitted to the Identity Documents Personalisation Centre under the Ministry of the Interior of the Republic of Lithuania by calling +370 5 271 6062.
Please note that personal identity cards issued before 01.01.2024 will no longer be used to create a qualified electronic signature from 23.07.2024.
