I want to submit a mediation letter (invitation) for a Schengen visa
If you are a legal entity you can submit a mediation letter (invitation) to obtain a Schengen visa for an entry of a foreigner to the Republic of Lithuania.
Legal entity (hereinafter the inviter) completes the mediation letter (invitation) and submits it electronically through the Lithuanian Migration Information System (MIGRIS)
One mediation letter (invitation) can only be issued to one foreigner. A legal person may submit an invitation only to a foreigner who is a representative of a foreign economic entity with which the legal person is associated with business relationship.
The mediation letter (invitation) confirms the obligations of the legal entity, the branch of the legal entity or the representation office of the legal entity registered in the Register of Legal Entities (hereinafter the legal entity):
- ensure that an foreigner arriving in the Republic of Lithuania is adequately accommodated and supported during his stay in the Republic of Lithuania while holding a Schengen visa;
- ensure that an foreigner holds an health insurance that meets the requirements set out in the Regulation (EC) No 810/2009 of the European Parliament and of the Council of 13 July 2009 establishing a Community Code on Visas (Visa Code) during his stay in the Republic of Lithuania while holding a Schengen visa;
- if it is necessary to reimburse the state expenses incurred in connection with the expulsion, the obligation to depart from the Republic of Lithuania or the return to a foreign country to which he has the right to depart (including accommodation and maintenance), the state expenses incurred in connection with the health care of a foreigner;
- to commit that the foreigner will comply with the requirements and recommendations set out in the legal acts, applicable during the municipal or state level emergency and (or) quarantine in the Republic of Lithuania period.
The Mediation letter (invitation) of legal entity must be provided by the head of the legal entity or its authorized representative, who is related to this legal entity by employment relationship, or a natural person who is a participant of such legal entity (hereinafter the authorized representative). The head of or an authorized representative of a legal entity is:
- a citizen of the Republic of Lithuania, a member state of the European Union or a member state of the European Free Trade Association who has declared his place of residence in the Republic of Lithuania;
- a foreigner holding a valid permanent residence permit and having declared his place of residence in the Republic of Lithuania;
- a foreigner holding a valid temporary residence permit in the Republic of Lithuania (hereinafter the temporary residence permit) and having declared his place of residence in the Republic of Lithuania. The date of departure of the foreigner in the invitation of the legal entity submitted by the foreigner may not be later than the date of validity of the temporary residence permit held by the inviter;
- a foreigner holding a valid residence permit of a family member of a citizen of a Member State of the European Union in the Republic of Lithuania or a valid residence card of a family member of a Union citizen and having declared his residence in the Republic of Lithuania.
The inviter may submit the mediation letter (invitation) not earlier than 6 months before the expected date of the foreigner’s arrival.
The inviter may only submit a mediation letter (invitation) for an alien who is a representative of a foreign economic entity with which the legal entity is associated with the business relationship. One mediation letter (invitation) can only be issued to one foreigner.
The inviter completes the mediation letter (invitation) and submits it electronically through the Lithuanian Migration Information System (MIGRIS).
The mediation letter (invitation) must contain the following details:
- the legal form and status of the inviting legal entity;
- details of the valid personal document of the head of the inviting legal entity or his authorized representative;
- inviter’s contact details;
- the name of the foreign economic entity represented by the invited foreigner and the position title of the foreigner;
- full name (s) of the invited foreigner (in Latin letters according to the valid travel document), date of birth, sex, citizenship, country of birth, place of birth, country of residence, residence address, type, series and number, date of issue and the expiry date of travel document, the state issuing the travel document;
- purpose of arrival of the invited foreigner, date of expected arrival and departure, number of days of his/her planned stay in Lithuania;
- a place where the invited foreigner will apply for a Schengen visa (Lithuanian visa service abroad or a diplomatic mission or consular post of another Schengen state representing the Republic of Lithuania abroad);
- a place where the invited foreigner will be accommodated in the Republic of Lithuania and its address.
When submitting a mediation letter (invitation), the inviter must also provide a copy of the travel document of the invited foreigner and on the inviter’s MIGRIS account attach a document by which he commits that the foreigner will comply with the requirements and recommendations set out in the legal acts, applicable during the municipal or state level emergency and (or) quarantine in the Republic of Lithuania period.
The letter of mediation (invitation) of natural person is submitted by a person who has attained the age of 18 or who has married before the age of 18 in accordance with the law, or who has been recognized as a fully legally capable (emancipated) by the court and has the documents attesting to these circumstances, and is:
- a citizen of the Republic of Lithuania, a member state of the European Union or a member state of the European Free Trade Association who has declared his place of residence in the Republic of Lithuania;
- a foreigner holding a valid residence permit of the long-term resident of the Republic of Lithuania in the European Union (hereinafter the permanent residence permit) and have declared the place of residence in the Republic of Lithuania;
- a foreigner holding a valid residence permit of a family member of a citizen of a Member State of the European Union in the Republic of Lithuania or a valid residence card of a family member of a Union citizen and having declared his residence in the Republic of Lithuania.
The inviter may submit the mediation letter (invitation) not earlier than 6 months before the expected date of the foreigner 's arrival.

- purpose of arrival of the invited foreigner, date of expected arrival and departure, number of days of his/her planned stay in Lithuania;
- a place where the invited foreigner will apply for a Schengen visa (Lithuanian visa service abroad or a diplomatic mission or consular post of another Schengen state representing the Republic of Lithuania abroad);
- a place where the invited foreigner will be accommodated in the Republic of Lithuania and its address.
When submitting a mediation letter (invitation), the inviter must also provide a copy of the travel document of the invited foreigner and on the inviter’s MIGRIS account attach a document by which he commits that the foreigner will comply with the requirements and recommendations set out in the legal acts, applicable during the municipal or state level emergency and (or) quarantine in the Republic of Lithuania period.
An invitation cannot be submitted if the inviter:
- the head or the authorized representative of the legal entity has not declared residence in the Republic of Lithuania;
- the head or the authorized representative of the legal entity – has no valid personal document (personal identity card, passport, passport of citizen of the Republic of Lithuania, permanent residence permit, temporary residence permit, permit of the family member of the citizen of an EU Member State to reside in the Republic of Lithuania, card of the family member of the citizen of the European Union for temporary or permanent residence in the country or travel document);
- the legal entity – is not registered in the Register of Legal Entities;
- submits a mediation letter (invitation) earlier than 6 months before the expected date of the foreigner’s arrival.
- does not confirm on the inviter’s MIGRIS account the said commitments
- By logging in to the Lithuanian Migration information system (MIGRIS) you will be able to fill in and electronically submit a mediation letter (invitation).
- If a foreigner applies for a Schengen visa at the diplomatic mission or consular post of another Schengen Member State representing the Republic of Lithuania abroad the inviter shall in his MIGRIS account fill in and sign the invitation
- The period of stay of a foreigner in the Republic of Lithuania specified in the invitation cannot exceed 90 days, and it must comply with the stated reasonable purpose of the visit.
- When the invitation is assigned a number on the MIGRIS, it is considered that the invitation meets the requirements of the description.
- If the invitation is not accepted, the inviter will be informed of the reasons why the invitation is not accepted MIGRIS at the time of submission of the invitation.
- The inviter may cancel the invitation on his/her MIGRIS account, provided that a Schengen visa has not been issued yet on the basis of such invitation, unless a foreigner applies for a Schengen visa at the diplomatic mission or consular post of another Schengen Member State representing the Republic of Lithuania abroad.
I want to submit a mediation letter for a national visa
A legal entity or a natural person, inviting a foreigner can fill in a mediation letter and electronically submit it by logging in to the Lithuanian Migration Information System (MIGRIS). After submitting the mediation letter, the MIGRIS assigns the mediation letter a number, which the foreigner must provide to the Lithuanian Visa Authority when applying for a multiple-entry national visa.
One mediation letter may be submitted for one foreigner only.
A mediation letter must be drawn up at least 30 days before a foreigner submits an application to the Lithuanian Visa Authority for a multiple-entry national visa, and must cover the entire period of the intended stay of the foreigner in the Republic of Lithuania holding a multiple-entry national visa.
By submitting a mediation letter the inviter undertakes the following:
- properly accommodate the foreigner during his/her stay in the Republic of Lithuania holding a visa;
- to cover, if necessary, the state expenses incurred in connection with the expulsion of a foreigner from the Republic of Lithuania, the obligation to depart from the Republic of Lithuania or the return to a foreign country (including accommodation and maintenance);
- to employ the foreigner within the area of activities in which the inviter is entitled to operate or to enable the foreigner to engage in the activities for which he/she will apply for a multiple-entry national visa;
- to ensure that during the entire period of stay in the Republic of Lithuania holding a national visa the foreigner has health insurance meeting the requirements laid down in article 61 and part 7 of article 17 of the Law on the Legal Status of Aliens as well as to reimburse the state expenses incurred in connection with the health care of the foreigner.
The inviter may cancel the submitted mediation letter through his / her MIGRIS account, provided that a multiple-entry national visa has not been issued yet on the basis of such letter.
If a municipal or state level emergency and (or) quarantine is declared in the Republic of Lithuania, the host person or legal entity has to attach to mediation letter application a document ensuring that the foreigner will comply with the requirements and recommendations set out in the legal acts, applicable during the municipal or state level emergency and (or) quarantine in the Republic of Lithuania period.
I want to submit a mediation letter for the issue / replacement of a temporary residence permit in the Republic of Lithuania
By logging in to the Lithuanian Migration Information System (MIGRIS) you will be able to fill in and electronically submit a mediation letter for the issue / replacement of a temporary residence permit in the Republic of Lithuania. The MIGRIS assigns a number to the submitted mediation letter. A foreigner must provide this number when filling in an application for the issue or replacement of a temporary residence permit in the Republic of Lithuania via MIGRIS. The mediation letter must be drawn up at least 5 months before a foreigner submits an application for the issue or replacement of a temporary residence permit in the Republic of Lithuania to the institution providing migration services.
One mediation letter may be submitted for one foreigner only.
The mediation letter for the issue / replacement of a temporary residence permit in the Republic of Lithuania may be cancelled on the inviter’s MIGRIS account, provided that the application of a foreigner for the issue or replacement of a temporary residence permit in the Republic of Lithuania has not been yet submitted to the institution providing migration services.
I want to submit a mediation letter to allow me to change the employer or a job function
By logging in to the Lithuanian Migration Information System (MIGRIS) you will be able to fill in and electronically submit a mediation letter to allow you to change the employer or a job function. The MIGRIS assigns a number to the submitted mediation letter. A foreigner must provide this number when submitting an application to the Territorial Division of the Migration Department to be allowed to change the employer or a job function with the same employer.
One mediation letter may be submitted for one foreigner only.
The mediation letter to allow you to change the employer or a job function may be cancelled on the inviter’s MIGRIS account provided that the application of a foreigner to be allowed to change the employer or a job function with the same employer has not been yet submitted to the Territorial Division of the Migration Department.
