How do I get a temporary residence permit?
You must first submit an application for an issue or renewal of a temporary residence permit electronically through the Lithuanian Migration Information System (MIGRIS). Upon submission of application and after booking the visit time through MIGRIS, you must apply for a temporary residence permit (renewal) in person within 4 months from the date of submission of the application to the MIGRIS and submit the biometric data and the following documents:

1. application number;
2. valid travel document;
3. a document certifying the legal stay , if you apply while residing in Lithuania;
For example, a visa or a residence permit.
Document supporting the grounds for the issue or renewal of a temporary residence permit.
4. number of the mediation letter from the host company established in the Republic of Lithuania;
The mediation letter must indicate the intended movement of the intra-corporate transferee to the host companies established in other EU Member States (regardless of whether the transfer to a host company established in another EU Member State will last for a maximum of 90 days within a 180-day period or longer).
5. a document that a company established in the Republic of Lithuania is a representative office, a branch or an enterprise belonging to the same group of companies, established in a foreign state which is not an EU Member State;
6. an employment contract with a company established in a foreign country which is not an EU Member State;
7. letter of appointment from a company established in a foreign country which is not an EU Member State;
The letter of appointment must indicate the duration of the intra-company transfer, the address (es) of the head office (s) of the host company (s), the position to which the foreigner is transferred inside the company, and the salary paid to him, also the commitment that after the end of the period of the intra-company transfer, the foreigner will be transferred back to a company established in a foreign country that is not a member of the European Union.
8. a document that you have the knowledge of the specific field, methods or management techniques required for the host company established in the Republic of Lithuania (i.e. highly skilled qualification and professional experience related to the type of work or activity requiring specific technical knowledge);
This can be confirmed, for example, by a higher education diploma and curriculum vitae.
9. a document that you have been employed in a company established in a foreign country which is an EU Member State, the representation or branch whereof the host company is, or in a company belonging to the same group of companies, for at least the last 6 months before entering the host company established in the Republic of Lithuania;
This can be confirmed, for example, by an employment contract.
10. if you work under a regulated profession, a document confirming that you meet the conditions set out in Lithuania to engage in regulated professional activities;
11. Document about sufficient means of subsistence;
The amount of subsistence is 1 minimum monthly salary per month. This may be an employment contract.
12. Document about the place of residence;
A document confirming that have an accommodation in which you intend to declare your place of residence and where the living space per each adult who has declared the place of residence there is not less than 7 square meters, you own or use such a room on a rent or lease basis, if the relevant contract is concluded for a period not shorter than the period of validity of the temporary residence permit and the contract is registered with the State Enterprise Centre of Registers (Real Estate Register), or the commitment of the legal entity to provide you with a suitable accommodation where you will declare your place of residence and which will meet the requirements for accommodation, during the period of the temporary residence permit, verified by the signature and seal of the notary of the Republic of Lithuania, the elder of the Municipality of the Republic of Lithuania or a manager of the natural or legal entity certified by the civil servant authorised by the Migration division or Migration Department, if such legal entity must bear a stamp.
13. police clearance certificate;
Required only for the application for the first temporary residence permit. These are certificates issued by the competent authorities of the foreign countries in which you lived or are currently resident for the last 2 years prior to your arrival to Lithuania (except where you have lived abroad for less than 6 months within a 12-month period) confirming the absence (if any) of your convictions in these states which must be issued not earlier than 6 months before the date of your application for a residence permit, translated into Lithuanian, as well as legalized and/or certified (Apostille) when necessary. If you have convictions, the certificate must state when and for what kind of criminal offense you were sentenced, what kind of punishment has been imposed, and whether it has been served.
A clearance certificate stating that you have no convictions, may be made in the original English language or may be accompanied by a translation of this document to English, verified by the translator’s signature.
14. Health insurance document (sum insured – EUR 6,000).
Health insurance must meet the following requirements:
- the insurance must guarantee the reimbursement of the necessary medical expenses, as defined in the Law on Health of the Republic of Lithuania, and expenses that may arise due to the return of the foreigner to the foreign state for health reasons (transportation, including escort of a personal health care professional (specialists)); and
- the insurance must be valid for the entire period of validity of the requested temporary residence permit or for at least one year.
Health insurance is not required if you are paying (will pay) social insurance contributions of the specified amount, or somebody will pay them for you.
Decisions on the issue/renewal of temporary residence permits are made and temporary residence permits are issued through:
- in accordance with the general procedure – within 2 months;
- urgently – within 1 month.
For the submission of the documents, you must contact:
- Lithuanian Embassy, outside the territory of the EU member states;
- Territorial division of the Migration departament.
You must pay the state levies:
- for the acceptance, examination of application for temporary residence permit and decision-making and issuing of a temporary residence permit:
- in accordance with the general procedure – EUR 120;
- urgently – EUR 240;
