If you are an EU citizen and have come to live in the Republic of Lithuania for more than 3 months in half a year, you may be issued a certificate confirming your right of temporary residence in the Republic of Lithuania.

You can keep the status of an employee or a self-employed person, when:
- your employment agreement or activities have been terminated (have expired) and you are temporarily not working or engaging in the activities due to pregnancy, childbirth, parental leave and/or a leave to care for a child, illness or accident;
- you have terminated your employment agreement or activities after at least one year of work due to the circumstances beyond your control and registered with the Employment Service;
- you have worked under a fixed-term employment agreement for less than one year or you have terminated your employment agreement or activities during the first 12 months of employment due to the circumstances beyond your control and registered with the Employment Service (in such case you retain this status for 6 months after the commencement of unemployment);
- you have terminated your employment agreement (it has expired) or activities, have registered with the Employment Service and started training for a profession (if your employment has been terminated (expired) due to the circumstances beyond your control, you must train for a profession which is related to your previous job).
You must obtain a certificate of temporary residence in the Republic of Lithuania and declare your place of residence.
You have to submit your application and documents for the issue of the certificate in person through the Lithuanian Migration Information System (hereinafter MIGRIS). Within 4 months from the date of submission of the application and the documents within the MIGRIS, you must personally come to the chosen branch of the Migration Department and submit the original documents, biometric data and sign the application.
You must submit:
- valid travel document;
- documents certifying the basis for issuing the certificate:
- employment contract; or

Yes. Members of your family can arrive and reside in the Republic of Lithuania. In case your family members are third-country nationals, your spouse, the person with whom you have the registered partnership agreement, the dependent children and close relatives according to the straight upper family line (parents, grandparents, etc.) of yourself and your spouse or a person with whom the registered partnership agreement is concluded, can come to Lithuania with you or with you and your spouse.

A citizen of the Republic of Lithuania who has exercised the right of free movement of persons in the EU is considered to be an EU citizen. In order for a citizen of the Republic of Lithuania to be considered to have exercised the right to free movement of persons, he or she must have resided in another EU Member State for some time after May 1, 2004.
Any other person enjoying the right of free movement under EU law is a person who is not a member of the family of a citizen of an EU Member State but is a cohabitant with whom the citizen of an EU Member State has had a permanent relationship for the last 3 years, duly documented, and a person who is a dependent of an EU Member State or who maintains a joint household with an EU Member State citizen or who, for serious health reasons, is in need of personal care from an EU Member State citizen, if this is duly documented.

- documents confirming that you manage a common household with an EU citizen. (e.g., a joint housing rental or home loan agreement); or
- documents confirming that for serious health reasons, you necessarily require personalized care of an EU citizen (e.g., medical institution certificate);
- a document certifying that A citizen of the Republic of Lithuania has exercised the right to free movement in the EU if you come to a citizen of the Republic of Lithuania.
A citizen of the Republic of Lithuania who has exercised the right to free movement of persons under EU law is considered an EU citizen. In order for a citizen of the Republic of Lithuania to be considered to have exercised his right to free movement of persons, he must have lived in another EU Member State for some time after 1 May 2004.

When filling-out the request to issue the right of residence certificate or EU citizen family member’s residence permit card, you may add one of the aforementioned documents in the section for additional documents “Valid Travel Document” (lith. Galiojantis kelionės dokumentas).
