MIGRIS Portal
The MIGRIS system is adapted to the latest browsers and their versions. We recommend using the latest versions of Chrome and Firefox. To access the portal, enter the address of the MIGRIS system in your browser (https://www.migracija.lt/). You will be taken to the home page of the portal:
Depending on whether you are logged in or not, you will be able to take appropriate action. The logged in user can perform all actions that can be performed by the offline user but with additional features. The following section introduces actions that can be taken by both the offline and the logged in user. At the top of the page is a menu bar where you can navigate through the portal and select the relevant settings:
The portal is supported in English and Lithuanian languages. To change the language, press the arrow [1] in the menu bar at the top of the page. Selecting the appropriate language will reload the page and display the selected language.
MIGRIS supports accessibility mode. Selecting the icon [2] in the menu bar will display an additional bar [4] at the top of the browser where you can set the appropriate settings - change font size, background color and hide or show illustrations. To disable disabled settings, press the X icon on the right side of the bar.
To search the page, press the magnifying glass icon [3] in the menu bar and type text in selected input text field, when finished press Enter key. Once the search is done, you will be directed to the results window:
Immediately below the search box is the number of results found in the system [1] of your search. At the bottom of the page, you can set how much rows you want to appear on the page [2] by clicking the arrow. Use the arrow icons and page numbers in the bottom right corner of the page to navigate through the pages [3]. You can also do a search at the bottom of the home page by selecting [Search info base].
You can return to home page by clicking the [Home] button in the menu bar or the MIGRIS logo at the top of the page .
You will find the "News" section at the bottom of the home page. The latest information from the Migration Department is published here. Selecting the [All the news] button will take you to a window where you will see all the news published in MIGRIS.
When the particular news is selected, it will open in the new window. You can share the news by selecting facebook or twitter icons [1]. By pressing the arrow next to the headline - you will be directed back to the news section of your home.
You will find contact information [1] [2] and links to other external Migration Department pages [3] - Facebook, Youtube, http://migracija.lrv.lt/
In menu bar you can navigate to other pages. "Service Information" [1] - includes up-to-date information on the services organized into relevant categories and topics. "FAQ" [2] - Frequently Asked Questions section. There you will find videos on how to use the MIGRIS portal.
In the "Service Information" section, you can navigate through previously selected pages by selecting your topic using page path lane (breadcrumb) [1]. You can navigate through themes in the side menu [2] and view the contents of each theme in the content window. You can find files [3] to download. Start downloading by clicking on the file link.
Login
To access the portal, select the [Login] button located in the upper right corner of the window. You will be redirected to a window where you will have to select relevant login method:
- Users who do not have personal identification number in Lithuania. Login using email address.
- Users who already have personal identification number in Lithuania. Login using the State Information Resources Interoperability Platform (VIISP).
When you initiate login process using your email address, you will be redirected to the following window where you will have to enter the temporary login code received by the specified email address.
The following window is relevant to the user who hasn't submitted application before and hasn't visited the Migration Department yet:
The temporary code is valid for 60 minutes. If you have not been able to enter the code within the time, please retry to receive a new code. When you enter the correct temporary code received by your email, you will be redirected to the following contact details window. Provide required data. Provide correct data because later personal data could be changed only by the Migration Department staff. Later you will be able to change only the phone number and email address in your account. After filling in the data, select the [Next] button to finish login process.
Next time you login you will be asked to enter only temporary code, received in your email (you are required to provide your contact information only once during the first login).
If you or your authorized representative have already applied using MIGRIS portal and have already visited the Migration Department, you will automatically directed to login as a identified user. This means that your personal case has already been created in the Migration Department. When logged in, you will see the visits and requests that are assigned to your personal file.
During the first login, you will have to:
- Create your new password
- Select and configure an additional security factor
Press a button [Next], System will ask to create a new password. Follow the rules for your password
When you enter the password and press the [Next] button, you will be given to choose the additional way of receiving the security code - select and option to receive security code by email. When you choose to use temporary code, each time you log in to the System, you will have to enter a temporary code which is automatically generated and sent to the your email address. When you press [Next] button, the System will prompt the user to enter temporary code received by email.
Enter temporary code, press [Next]. You will be logged in to the System. Later, in order to login to the System, the user will need to enter his password and the temporary code received by email.
If you or your authorized representative have already applied using MIGRIS portal and have already visited the Migration Department, you will automatically directed to login as a identified user. This means that your personal case has already been created in the Migration Department. When logged in, you will see the visits and requests that are assigned to your personal file.

Press a button [Next], System will ask to create a new password. Follow the rules for your password.
When you enter the password and press the [Next] button, you will be given to choose the additional way of receiving the security code - select and option to use 3rd party application. When you choose to 3rd part applications, please install application which supports 3rd factor authentication, e.g. Google authenticator. Press [Next]. System will ask to scan QR code or enter manually. When you successfully scan or enter QR code manually, application will start generating temporary codes. Enter generated code in a given text field, press [Next]. You will be logged in to the System. Later, in order to login to the System, the user will need to enter his password and the temporary code generated by installed application.
People who have a personal identification number issued in Lithuania can access the system using VIISP. Using VIISP you can login as Citizen or Business. If previously you had a Level 2 Authenticator account and received the personal identification number, you are automatically activated to connect to the system using VIISP, however you still can log in using 2nd level authenticator login. Afer successful login your 2nd level account will become inactive and in the future you will only be able to sign in using VIISP.
To login MIGRIS using VIISP authentication, select the login button in the upper right corner of the window. Select VIISP authenticating method, press [Login]:
Once you have joined, you will be directed to the Electronic Government Gateway portal (VIISP), where you will be able to choose how to login, in particular by indicating whether you are connecting as a Citizen or Business.
After choosing you login type, you will be redirected to VIISP page with possible login methods - via bank or electronic identification.
After selecting your connection method, you will be redirected back to MIGRIS portal. Depending on whether you are connecting as an individual or a legal entity, you will be redirected to a personal account or legal entity representative account.
Visit reservation
Users do not require to login to book a visit. If you do not have an account in MIGRIS but require to book a visit to the Migration Department, click [Visits] button in the upper right corner of the window, you will be redirected to the visit reservation form.
All your reservations will be linked to the email which you provide during the reservation. You will see your reservations in your profile when after login.
Selecting the type of visit you want to book. Also select relevant migration unit providing the service of your visit type. You will be provided a visit booking form. At first, select an available date in the calendar to see the available times for reservations. At the top of the calendar is the closest available visit date. When you select a day, you will see all available bookings time slots, available in the "Visit time" section of your calendar. If booking visit type "Visa - Requesting" was selected you will be required to upload a copy of your ID. You can upload the file by dragging or by pressing [Upload] button and selecting the desired file from your computer.
Fill in all the required information specified in the visit reservation form according to the information notifications provided next to the text field [2]. Take into account the error messages below the text field if provided information is invalid [1]. When finished, press [Reserve].
You will be redirected to the window informing a temporary code is sent to your email. You must confirm your reservation in email within 1 hour.
You will find the confirmation button and a link in the email. Note that in some cases (depending on your email provider), the button may not work, then click on the link or copy and paste it in a browser address bar.
Persons (authorized representatives) submitting documents to the Migration department can‘t book visits in two service boxes at the same time. When choosing the time of visit, please make sure that time of your visit does not duplicate in two service boxes at once. If during the visit will be established that the client has booked the visit in to service boxes at the same time – the client‘s visit in one service box will be canceled.
Depending on which link you click (in English or Lithuanian), you will be redirected to the booking confirmation window. If your confirmation was successful, you will receive an email confirming your booking confirmation by the same email.
If you do not confirm the link within an hour, your visit reservation will be canceled and you will receive an email informing you that your visit has expired. You can book a visit again.
Submit application
Only registered MIGRIS users can submit an application. To access the application form, select "To get an electronic service, choose your citizenship" in the "For foreigners" section of the Home screen [1].
After choosing the citizenship, you will be redirected to the tree of services, which is relevant to your selected citizenship. The applications in the Portal are divided into several groups: Temporary or Permanent Residence Permits, Temporary or Permanent Residence Cards for Family Members, Temporary or Permanent Residence Certificates and actions to issue or modification of these applications as appropriate.
By selecting the situation that suits you in the Service tree will help you to reach the application you want to fill out. You will find a link [1] to each branch of the service tree for more information on the selected service. You can go back to the previous steps in the service tree using your lane (breadcrumb) [2]. Select the "Next" button [3] to move on to the next step in the service tree.
Once you have the application you want to complete, select whether you want to apply for a permit or apply for renewal of a permit.
Once you have chosen the application you are directed to the login window. You can also follow these steps in the service tree after log in, in that case when you choose Apply for a permit you are immediately redirected to the form. You can also create a request from your profile, press button . Once you have selected your citizenship and the application you wish to complete, you will be taken to the application form.
Once you have correctly filled in the information and attached the required documents, at the bottom of the application you will see the following options:
The portal has an automatic saving feature, so when you open an application, it will be saved in the application list in your profile. In case you accidentally shut down your browser or on other circumstances close the application, your information will be automatically saved. However if you decide that you do not wish to submit the application or save draft of your application, press [Save] button at the bottom of the page. Your application will be saved and can be found in your profile with "Request Filling" status.
Click [Continue] button to submit your application. If you accidentally leave errors in the application or do not fill in some required fields, you will be redirected to the particular field where the error occurred. The field will be highlighted in red and the error message will appear below the field. If you fill in the field incorrectly, an error message will appear immediately.
If you filled in text fields correctly and did not leave any blank fields on the form, you will be redirected to visit reservation step by clicking the [Continue] button.
When booking a visit reservation you can select the particular Migration. The list of available units is automatically filtered according to the type of your application. Since you are a logged in user and have filled in most of the information in the application, all you need to do is in reservation window: select the unit, the date and time and the preferred language for the service during the visit . Once you have filled in the details, select the [Book visit and submit application] button. After clicking, you will be taken to the next step. If you have indicated in your application that you will pay the state fee using VIISP, then you will be redirected to the application and booking confirmation window, from which you will have to pay using VIISP. If you ticked an option other than "I will pay via VIISP upon request" then you will be redirected to the application and booking confirmation window, which will be your last request.
To pay via VIISP, you must enter the amount payable according to the toll rates in the link next to the box in the "Amount due" box. After entering the amount, press [Pay via VIISP] and you will be directed to the Electronic Government Gate Portal (VIISP) where you can select a payment method and complete the payment. When completed, you will be automaticallyredirected back to the MIGRIS portal, where you will see updated payment status.
After submitting your application, you will receive the email with useful information about your the next steps to be taken and a reminder of your visit.
You cannot edit a submitted application by yourself. Only a Migration Department employee can edit your application during your planned visit. However, you are responsible for the correctness of the data at the time of filing, so Migration Department staff has the right to reject an incorrectly completed application.
Other actions available for authorized user
Once you have successfully logged in, you will see a "Congratulations" message in the bottom right corner of the browser and the name you enter in the upper corner. Each time you sign in, you will be redirected to My Requests. Above is the top menu bar. On the left is the user menu bar. Selecting any item from the top menu bar or MIGRIS logo will transfer you from the user section to the selected portal content. To return to the user section, select the button where you see your first and last name in the top corner. Pressing the arrow will immediately expand the user menu.
To cancel the application, you need to login to your account which used when application was submitted and find the application to cancel by clicking the [Cancel Application] button in the Request List, or by visiting the Reserved List for this request and clicking the [Cancel Visit] button. You can only revoke a request that has the status "Application submitted". If the application is withdrawn, the visit shall be canceled at the same time. If the visit is canceled, the application is also withdrawn. You will not be able to cancel an application that has changed status, i.e. The Department of Migration has already acted on this application. You may have only one application of the same type with the status "Application submitted" on your behalf. To file a second application of the same type on your behalf, you must either withdraw the application or take a decision with the Migration Department. Withdrawal of your application must be handled with care, as two consecutive requests of the same type will only allow you to make another application within one month.
You can cancel a visit from the "My Visits" list. Additionally you can cancel visit by pressing the link in received email. You will find a cancel button and a link in the email you received.
In the User menu, you can press [Cancel Visit] below the selected visit. If you choose to cancel the visit that was booked with a application that still has the status "Request submitted", you will cancel both the visit and the application. However, if the status of the application has already changed, you will only cancel the visit and you will no longer be able to cancel the request. You can check whether a visit is booked with your request by checking the line "Request #". If this line contains a request number, the visit was booked with the request.
You will be notified by email when visit is successfully cancelled. If you cancel two consecutive visits of the same type, you will not be able to book another visit until one month later.
A You can view a previously created applications by clicking the [Preview] button in the My Requests menu bar.
If application was saved but was not submitted, there is a possibility to return to this application to modify it. The status of the application that has not yet been submitted is "Application complete". To change a request that has the status "Request Completed", press the [Edit] button in the "My applications" menu bar [Edit].
In order to facilitate the filling of the request, the "Fill in this request" function has been implemented in the portal. By selecting "My applications" in the User menu bar and selecting a specific application that has already been submitted, you can select [Fill in Based on This Request]. Selecting this feature creates a new request with all the same data and attached documents that were in the selected request. This feature may be particularly relevant when your application is rejected by the Migration Department for incorrectly entered data. In this case, you will not have to complete the entire application again, and using the data from the old application you will be able to complete the new application.
If your contact information has changed, you can update it by selecting "My Account" in the user menu bar. You cannot change the name on your account yourself, only those within the Migration Department. However, after the contact information changes, select the edit icon [1] in the "Contact information for information" section and the data will be updated.
Your MIGRIS account contains important information, so be careful with your login and password, and follow any recommended security guidelines. After completing work on MIGRIS, disconnect from the system. You can do this by clicking on the button with your name in the upper corner, expanding the user menu and selecting the last value [Logout].
If you are connected to the system but not using it, you will be automatically logged out after 30 minutes of inactivity, and you will also be logged off when the browser is turned off. You will not be logged off automatically by turning off only the browser tab, so be attentive and log off from the system when you are finished working on the portal.
