A travel document of a stateless person (hereafter – the travel document) is a document issued, following the provisions of 1954 Convention Relating to the Status of Stateless Persons, which grants the right to leave the Republic of Lithuania and return to the Republic of Lithuania within the document validity period, to a person having no nationality of a foreign state (hereafter – the stateless person); however, having a document granting the right to reside in the Republic of Lithuania.
The travel document is issued and changed to stateless persons having one of the following documents granting the right to reside in the territory of the Republic of Lithuania: temporary residence permit in the Republic of Lithuania, permit of a long-term resident of the Republic of Lithuania to reside in the European Community, residence permit of the European Community Member State, residence permit to live in the Republic of Lithuania of the family member of the European Union Member State or permanent residence permit of the European Community Member State (hereafter – the residence permit); however, having no travel document valid in a foreign state. The travel document is issued to the stateless person regardless of his/her age.
It is not mandatory to have the travel document; it is issued upon the stateless person’s request.
The travel document is issued and changed within the validity period of the valid residence permit possessed by the stateless person, but not shorter than for 3 months and not longer than for 2 years, while in case it is temporarily impossible to take any fingerprints of the stateless person – not longer than for 1 year. In case the stateless person leaves the Republic of Lithuania to live in a foreign state longer than for 6 months, the travel document is issued or changed for 1 year.
