Alien‘s passport

Alien’s passport is a document issued to a foreign citizen having the right to temporarily or permanently reside in the Republic of Lithuania but not having the passport of a foreign state or an equivalent travel document intended for traveling abroad and accepted in the Republic of Lithuania for the document being lost, shred or invalid, and for objective reasons unable to obtain travel documents from his country of origin, granting the right to depart from and return to the Republic of Lithuania for the period of validity of the document.

Alien’s passport without a valid temporary residence permit in the Republic of Lithuania, a long-term resident‘s of the Republic of Lithuania European Community residence permit, a residence permit of a citizen of a Member State of the EC or a residence permit in the Republic of Lithuania of a family member of a citizen of an EU Member State (hereinafter – a residence permit) or without a valid Schengen visa or a national visa does not grant the right for a foreign citizen to return to the Republic of Lithuania.

An alien's passport shall be issued to a foreign citizen on the grounds established in Article 37 of the Law on Legal Status of Aliens of the Republic of Lithuania.

The issue of the alien’s passport does not replace the citizenship of the foreign citizen. 

An alien is not required to be in possession of an alien‘s passport, the passport shall be issued only on the foreign citizen‘s request.

Alien‘s passport shall be issued and replaced for the period of validity of a residence permit of a foreign citizen (a temporary residence permit in the Republic of Lithuania, a long-term resident‘s of the Republic of Lithuania European Community residence permit, a residence permit of a citizen of a Member State of the EC or a residence permit in the Republic of Lithuania of a family member of a citizen of an EU Member State), but not shorter than for the period of 3 months and not longer than 5 years, and in case of impossible reading of fingerprints of a foreign citizen – not longer than for a period of 1 year.
