Citizens of other countries, travelling to the Republic of Lithuania, require visas.

Note. The alien to whom visa-free travel regime is applied shall be entitled to enter the Republic of Lithuania and stay in it without a visa for up to three months within each half a year starting from the first day of entry into the Republic of Lithuania or any other Schengen State.


TYPE OF VISAS:

  • Schengen visa;
  • national visa (D).

Schengen visas:

  • airport transit visa (A);
  • short-stay visa (C).

They might be single-entry, dual-entry and multiple-entry visas. An alien may be issued a Schengen visa with limited territorial validity.

An Schengen airport transit visa (A) shall be issued to an alien who holds a visa or residence permit issued by the foreign state of his/her final destination to which he/she is traveling by transit via the international airport of the Republic of Lithuania, or who is entitled to travel to another country.

STATES WHOSE NATIONALS SHALL BE SUBJECT TO AIRPORT TRANSIT VISA REGIME

  1. Islamic Republic of Afghanistan;
  2. People's Republic of Bangladesh;
  3. Eritrea;
  4. Democratic People's Republic of Ethiopia;
  5. Republic of Ghana;
  6. Republic of Iraq;
  7. Islamic Republic of Iran;
  8. Democratic Republic of Congo;
  9. Democratic People's Republic of Korea;
  10. Federal Republic of Nigeria;
  11. Islamic Republic of Pakistan;
  12. Democratic Republic of Somalia;
  13. Republic of Sudan;
  14. Democratic Socialist Republic of Sri Lanka.

In order to get a Schengen short-stay visa (C) an invitation of a legal or natural person for temporal arrival of an alien to the Republic of Lithuania confirmed by a Migration Service of the Republic of Lithuania or documents confirming the purpose and conditions for an intended stay in the Republic of Lithuania, means of subsistence during the period of stay in the Republic of Lithuania or legitimate source for receiving it, available finances for return to the country where an alien has the right to go. When a visa is issued to an alien on the ground of an invitation or according to a tourism services contract, mandatory means for an alien arriving to the Republic of Lithuania is 20 EUR per day, in other cases – 40 EUR per day.

Intending to enter the Republic of Lithuania for many times, the documents proving the necessity for multiple entries must be submitted.

A national visa for a single entry (D) shall be issued to an alien, who has been granted a permit of temporary or permanent residence in the Republic of Lithuania by the Migration Department under the Ministry of the Interior.

A national visa for multiple entries (D) shall be issued if alien submits the documents proving that he/she intends to enter the Republic of Lithuania periodically and while his/her main place of residence is in a foreign state and there is no requirement for an alien to get a temporary residence permit in the Republic of Lithuania. Multiple entry national visa (D) may be issued:

     1. to an alien who is a student arriving in the Republic of Lithuania for studies according to international student exchange programmes or the student exchange programmes drawn up by a higher education establishment operating in the Republic of Lithuania. In this case, the visa (D) is issued for a period not exceeding one year;

      2. to an alien who is a student arriving in the Republic of Lithuania to the consecutive full-time studies a higher education establishment operating in the Republic of Lithuania. In this case, the visa (D) is issued for a period not exceeding one year;

      3. to an alien coming to the Republic of Lithuania for pedagogical work at higher education establishments or for research at higher education establishments or research institutions, also with respect to the alien’s family members. In this case, the visa (D) is issued for a period not exceeding one year;

      4. to an alien who is a foreign professional sportsman or coach coming to the Republic of Lithuania to undertake sports-related activities. In this case, the visa (D) is issued for a period not exceeding one year;

      5. to an alien who is an artist coming to the Republic of Lithuania to undertake professional activities. In this case, the visa (D) is issued for a period not exceeding one year;

      6. to an alien coming to work in the Republic of Lithuania and holding a work permit in the Republic of Lithuania (a work permit in the Republic of Lithuania may be issued by the Lithuanian Labour Exchange at the Ministry of Social Security and Labour of the Republic of Lithuania). In this case, the visa (D) is issued for a period not exceeding one year;

      7. to an alien who is a seafarer arriving to a ship flying the flag of the Republic of Lithuania. In this case, the visa (D) is issued for a period not exceeding one year;

      8. to an alien who is a seafarer, where a ship, a member of the crew whereof the alien is, is undergoing repairs in the Republic of Lithuania. In this case, the visa (D) is issued for a period not exceeding one year;

      9. to a journalist who is accredited by the Ministry of Foreign Affairs of the Republic of Lithuania. In this case, the visa (D) is issued for a period not exceeding one year.

      10. to an alien who periodically comes to the Republic of Lithuania to work or engage in any other lawful activity and whose main place of residence is in a foreign state. In this case, the visa (D) is issued for a period not exceeding one year;

      11. to an alien who is not able to leave the Republic of Lithuania for one of the following reasons:
• an illness, another acute health disorder or physical condition;
• a personal circumstance which the alien was not able to foresee and whose occurrence he could not prevent during his stay in the Republic of Lithuania;
• force majeure;
In this case, the visa (D) is issued for a period not exceeding one year;

      12. in other cases, when the purpose of an alien’s arrival in the Republic of Lithuania is a long-term stay in the Republic of Lithuania, subject to submission of supporting documents. In this case, the visa (D) is issued for a period not exceeding one year.

 


WHERE VISAS ARE ISSUED?

      An alien should apply for the issuance of a visa (whether Schengen or national) to a diplomatic mission or a consular post of the Republic of Lithuania abroad or to a diplomatic mission or a consular post of another Schengen State representing the Republic of Lithuania abroad. In this case, the alien may apply solely for the issuance of a Schengen visa and only where the alien is a citizen of a state wherein the diplomatic mission or the consular post of another Schengen State is located or a citizen of a third country holding a residence permit in this state.

WHAT DOCUMENTS MUST BE SUBMITTED FOR THE ISSUANCE OF A VIZA?

In order to obtain a visa, an alien must:

1. pay a consular fee in the amount of EUR 60 for the receipt and consideration of documents for the issuance of the visa (the fee is charged at the diplomatic missions and consular posts of the Republic of Lithuania abroad).

Where a visa is issued in the Republic of Lithuania, a state fee is charged for the consideration of an application for the issuance of the visa, adoption of a decision on the issuance of the visa or refusal to issue the visa – LTL 207 (payment code – 5740), which is paid to State Tax Inspectorate under the Ministry of Finance of the Republic of Lithuania (legal entity’s code 188659752) account No LT24 7300 0101 1239 4300, opened with AB bank “Swedbank”, bank code 73000.

Where an alien is exempted from a consular fee or a state fee in the cases specified by laws, he must submit the documents evidencing the circumstances under which he is exempted from the consular fee or the state fee;

2. submit:

  • a valid travel document, whose period of validity must be at least three months longer than the period of validity of a visa requested to be issued. It must contain at least two empty pages and must be issued within the past ten years;
  • a completed application for the issuance of a Schengen or national visa (see the section Electronic services) of the established form;
  • one 35x45 mm colour photo corresponding to the person’s age;
  • a valid document confirming possession of medical insurance. If applying for the issuance of an airport transit Schengen visa (A) and a national visa (D), the amount of medical insurance coverage is LTL 20 000, and if applying for a short stay Schengen visa (C) – EUR 30 000);
  • the documents confirming the right to return to the country of origin or to a state whose citizen or permanent resident the alien is, or confirming the right to transit to a third country;
  • where the documents for the issuance of the visa are submitted on behalf of the alien by an authorised representative of a natural person or an authorised representative of a legal person – an authorisation which has been notarised or certified in a manner equivalent to notarisation or an authorisation certified by the legal person, by an accredited tour organiser or travel agency – a contract on the provision of tourism services of an accredited tour organiser or a travel agency as concluded with the alien. In order to verify the alien’s reliability, the authorised civil servant of a visa office may require that the alien submit the documents in person;

3. submit relevant documents for the issuance of a certain type of the visa:

·   Airport transit Schengen visa (A) – a visa of a foreign state to which the alien is coming via an international airport of the Republic of Lithuania or a residence permit in that country or other documents confirming his right to enter that state (see the List of the States Whose Citizens are Subject to Airport Transit Visa Regime);   

     

·   Short stay Schengen visa (C) – an approved letter of invitation for the alien to temporarily stay in the Republic of Lithuania (see Information on the Approval of a Letter of Invitation for an Alien to Arrive for Temporary Stay in the Republic of Lithuania) or the documents confirming the purpose and conditions of the planned visit to the Republic of Lithuania, the available means of subsistence during the period of his stay in the Republic of Lithuania or their lawful origin, the available means to return to a state which the alien has the right to be admitted to. Where the visa is issued to the alien on the basis of a letter of invitation or under a contract on the provision of tourism services, the amount of funds which must be held by the alien in order to stay in the Republic of Lithuania is EUR 20 per day, in other cases – EUR 40 per day. This requirement shall not apply to a minor alien travelling together with a adult family member. If a person wishes to enter the Republic of Lithuania on multiple occasions – also the documents confirming the necessity of multiple entries.

Where an alien proves his integrity and reliability, i.e., the lawful use of previous visas, also his economic situation permitting to go to other countries and to return, as well as the intention to leave the territory of the EU Member States until the expiry of validity of the visa applied for, a multiple entry short stay Schengen visa (C) may be issued:

With the period of validity of up to one year:

1.  to an alien who has submitted the documents evidencing that his spouse, parents (foster parents), children (adopted children), brothers, sisters, grandchildren, grandparents, close relatives of his spouse or child reside in the Republic of Lithuania;

2.  to an alien who has submitted the documents evidencing that he accompanies his family member who is a citizen of the Republic of Lithuania;

3.  to an alien who has submitted the documents evidencing that he is a family member of a citizen of a Member State of the European Union or a state of the European Free Trade Association or of a citizen of the Republic of Lithuania who has exercised the right of free movement of persons;

4.  to an alien in possession of a residence permit in an EU Member State other than a Schengen state;

5.  to an alien who has submitted the documents evidencing that holds by the right of ownership a real property registered in the Republic of Lithuania;

6.  to an alien who has submitted the documents evidencing that he is the head of an undertaking registered in a foreign state and having a division and carrying out economic and commercial activities in the Republic of Lithuania or of an undertaking which has entered into a co-operation agreement with an undertaking of the Republic of Lithuania (a member of the supervisory council, a member of the board, the head of the administration or his deputy);

7.  to an alien who has submitted the documents evidencing that he is an employee of a travel agency accredited with a diplomatic mission or consular post of the Republic of Lithuania (the head of the agency, a manager, a tourist guide or a driver);

8.  to an alien who has submitted the documents evidencing that he is a representative of an international organisation in which the Republic of Lithuania is a member;

9.  to an alien who has held and made proper use of two (or more) single entry visas or a visa for multiple entries over the past 12 months, where the destination of the main trip has been the Republic of Lithuania;

With the period of validity of up to two years:

1.  to an alien who has submitted the documents confirming his Lithuanian decent or the right to retention of the citizenship of the Republic of Lithuania, also with respect to the alien’s family members;

2.  to an alien whose civic rights have been restored under the Law on Rehabilitation of Persons Repressed for Resistance to the Occupying Regime (Official Gazette, No 14-386, 1990; No 28-729, 1998), subject to presentation of a certificate specified in this Law concerning the period of his conviction, imprisonment, exile or any other restriction of liberty, also with respect to the alien’s family members;

3.  to an alien who has submitted a document of a state institution or agency of the Republic of Lithuania confirming that his arrival in the Republic of Lithuania is related to ensuring of the strategic, political or economic interests of the Republic of Lithuania;

4.  to an alien who has made proper use of the visa valid for up to one year;

With the period of validity of up to five years:

1.  to an alien who has made proper use of the visa valid for up to two years;

2.  in exceptional cases – by a written decision of the head of Lithuania’s visa office abroad, when aliens arrive in the Republic of Lithuania for the purpose of promotion of culture, foreign policy, development co-operation or other purposes of public concern or for humanitarian reasons.

  • national visa (D):  

o  single entry national visa (D)  – a notice of the Migration Department under the Ministry of the Interior of the Republic of Lithuania of the adopted decision to permit his temporary or permanent residence in the Republic of Lithuania;

o  multiple entry national visa (D):

In the cases referred to in subparagraphs 1-9 (see Multiple entry national visa (D) may be issued) – an application by the inviting establishment, undertaking or organisation of the Republic of Lithuania for the issuance to him of a multiple entry national visa. This application is addressed to a visa office which the alien is going to apply to for the issuance of the visa. The application must indicate:

– particulars of the establishment, undertaking or organisation (name, legal form, registered office, code, the Register of Legal Entities, in which data on this person are accumulated and stored, the VAT payer’s code (where the legal person is a VAT payer), address, telephone number, fax number), the name and surname, position, telephone number and signature of a representative of the legal person;

– the alien’s name and surname, date and place of birth, sex, citizenship, the series and number of the travel document, the address of the place of residence, the purpose of the arrival, the dates of the arrival and the departure, the address of the premises where the alien will be accommodated during his stay in the Republic of Lithuania, the name and surname of the owner of these premises or the name, address and telephone number of the hotel where the alien will be staying;

– the commitment to provide the alien with a proper accommodation and, where necessary, to cover the expenses of the alien’s return to a state which the alien has the right to be admitted to.

In the cases indicated in subparagraph 3 (see Multiple entry national visa (D) may be issued) – the documents confirming conducting of research or the documents on the basis of which the alien arrives for pedagogical work at higher education establishments or for research at higher education establishments or research institutions. An alien who has submitted the documents evidencing that he accompanies his family member.
In the case indicated in subparagraph 4 (see Multiple entry national visa (D) may be issued) – a copy of a contract on sports activities certified in accordance with the procedure laid down by legal acts;
In the cases indicated in subparagraphs 5, 6 (see Multiple entry national visa (D) may be issued) – a copy of a work permit in the Republic of Lithuania certified in accordance with the procedure laid down by legal acts;
In the case indicated in subparagraph 7 (see Multiple entry national visa (D) may be issued) – a document confirming that the alien is included in the list of the ship’s crew and a copy of an employment contract concluded with the alien and certified in accordance with the procedure laid down by legal acts;
In the case indicated in subparagraph 8 (see Multiple entry national visa (D) may be issued) – a document confirming that the alien is included in the list of the ship’s crew and a copy of a contract on the basis of which the ship is undergoing repairs certified in accordance with the procedure laid down by legal acts and/or a copy of an employment contract concluded with the alien and certified in accordance with the procedure laid down by legal acts;
In the case indicated in subparagraph 9 (see Multiple entry national visa (D) may be issued) – a document confirming that the alien is accredited by the Ministry or Foreign Affairs of the Republic of Lithuania and certified in accordance with the procedure laid down by legal acts;
In the cases indicated in subparagraph 10 (see Multiple entry national visa (D) may be issued) – the documents confirming that the alien whose main place of residence is in a foreign state will periodically come to the Republic of Lithuania to work or engage in any other lawful activity;
In the cases indicated in subparagraph 11 (see Multiple entry national visa (D) may be issued) – the documents confirming the circumstances due to which the alien is not able to leave the Republic of Lithuania. In such cases, the application and documents are to be submitted to one of the following institutions: the Migration Board of the Vilnius Region Chief Police Commissioner’s Office, the Migration Division of the Kaunas Region Chief Police Commissioner’s Office, the Migration Division of the Klaipėda Region Chief Police Commissioner’s Office or the Migration Department under the Ministry of the Interior of the Republic of Lithuania;
In the case indicated in subparagraph 12 (see Multiple entry national visa (D) may be issued) – the documents confirming a long-term stay in the Republic of Lithuania.

Authorized civil servants of the state institutions issuing visa, are entitled to require additional documents proving the necessity to issue a visa (documents proving the purpose and conditions of the travel, means of subsistence in the Republic of Lithuania and means for travel to the country to which the applicant is entitled to travel).

The decision on the issue of visa shall be made within 15 days after the receipt of application.

Note. As of 5 April, 2010, the aliens holding a valid national visa (D) may travel across the territory of other Schengen States for a period not exceeding three months during any period of six months.


WHAT ARE THE GROUNDS FOR EXTENSION OF THE PERIOD OF STAY IN LITHUANIA IN POSSESSION OF A VISA, AND WHERE TO APPLY FOR THAT?

The period of stay of an alien in possession of a visa expires when an alien had stayed in Lithuania for a period of a number of days indicated on a visa, on the date when a visa expires, and when the indicated amount of arrivals to Lithuania is used.

For an alien whose visa expired the period of stay in the Republic of Lithuania in possession of a visa may be extended by to an alien who is not able to leave the Republic of Lithuania.

The alien's stay in the Republic of Lithuania being in possession of a Schengen visa the validity whereof has been extended may not exceed three months in any six-month period calculated from the date of entry into the Republic of Lithuania or Shengen states.

The Migration Office of Vilnius Chief Police Commissariat, Migration Office of Kaunas Chief Police Commissariat, Migration Office of Klaipėda Chief Police Commissariat or the Migration Department under the Ministry of the Interior of the Republic of Lithuania shall take the decision to extend the period of stay in Lithuania being in possession of a Schengen visa.


WHAT DOCUMENTS SHOULD BE SUBMITED WHEN APPLYING FOR EXTENSION OF THE PERIOD OF STAY IN LITHUANIA IN POSSESSION OF A SCHENGEN VISA?

An alien willing to extend the period of stay in Lithuania being in possession of a Schengen visa, must submit:

  • a valid travel document with Shengen visa;
  • a personal applications of an alien and inviting natural or legal person;
  • documents, proving the necessity of visa extension;
  • valid document certifying that an alien has health insurance;
  • the receipt of the paid tax for visa extension – LTL 104.


WHAT LEGAL ACTS REGULATE THE PROCEDURE OF VISA ISSUE IN THE REPUBLIC OF LITHUANIA?

The procedure of visa issue in the Republic of Lithuania is regulated by:

  • The 29 April 2004 Law on the Legal Status of Aliens of the Republic of Lithuania (Valstybės Žinios 2004, No. 73-2539);
  • The Regulation (EC) No 810/2009 of the European Parliament and of the Council of 13 July 2009 establishing a Community Code on Visas (Visa Code);
  • The description of the procedure of submission of documents for a visa, visa issue and annulment, consultations, acreditation of travel organizers and travel agencies, and invitation for temporary arrival of an alien to the Republic of Lithuania, approved by the Order of the Minister of the Interior and the Minister of Foreign Affairs of 2 September 2004 No. 1V-280/V-109 (Valstybės Žinios 2004, Nr. 136-49612011, No. 38-1832; 2012, No. 80-4194).
