National visa (D)

An alien holding a national visa (D) may enter the Republic of Lithuania and stay in the country for a period of time specified in the visa. This period may be up to twelve (12) months. There are single-entry and multi-entry national visas (D).

A single-entry national visa (D) is issued to an alien who has been granted temporary or permanent residence in the Republic of Lithuania.

A multi-entry national visa (D) may be issued to an alien:

1. who is a student entering the Republic of Lithuania to study under a student exchange program drawn up by an international higher school or a higher school registered and operating in the Republic of Lithuania and a foreign higher school;

2. who is a student admitted into a registered and functioning higher education establishment of the Republic of Lithuania;

3. who arrives to the Republic of Lithuania to work as a teacher or conduct scientific researches and (or) experimental (social, cultural) development work as a researcher, having a labour contract or author’s contract signed with a science and research institution registered in the Republic of Lithuania; also, to a family member accompanying the alien;

4. who arrives to the Republic of Lithuania to implement joint government programs with foreign countries as a teacher or conduct scientific researches as a researcher; also, to a family member accompanying the alien;

5. who is a professional athlete or coach arriving to the Republic of Lithuania to engage in sports activities; also, to a family member accompanying the alien;

6. who arrives to the Republic of Lithuania to work and has a labour permit issued to the alien by the Lithuanian Labour Exchange under the Ministry of Social Security and Labour of the Republic of Lithuania;

7. who is a sailor arriving to a ship sailing under the flag of the Republic of Lithuania;

8. who is a sailor if the ship whose crew member he or she is, is being repaired in the Republic of Lithuania;

9. who is a journalist accredited by the Ministry of Foreign Affairs of the Republic of Lithuania;

10. who arrives to the Republic of Lithuania to engage in legal activities and is a participant of a private legal entity registered in the Register of Legal Entities (hereinafter referred to as the “company”) and established not earlier than one (1) year before the date of submission of the alien’s application for national visa, as defined by the Civil Code of the Republic of Lithuania, if the size of the company’s equity capital (in the case of a non-stock company or private limited company – assets) is at least EUR 28,000 of which at least EUR 14,000 are funds or other assets invested by the alien, or is the chief executive of a company established not earlier than one (1) year before the date of submission of the alien’s application for national visa, the size of the company’s equity capital (in the case of a non-stock company or private limited company – assets) being at least EUR 28,000, and the purpose of his or her arrival is work at that particular company;

11. who has applied for the issuance or replacement of a permit to reside in the Republic of Lithuania or a residence card of a family member of a citizen of the European Union;

12. who cannot leave the Republic of Lithuania for any of the following reasons:

  • an illness, other acute health disorder or body condition;
  • a personal reason that the alien could not foresee;
  • force majeure;

13. who arrives to the Republic of Lithuania to work and has a profession which is included in the list of the most in-demand jobs according to economic activities approved by the Director of the Lithuanian Labour Exchange;

14. who is a permanent employee of a company established in a foreign country that is not a Member State of the European Union or the European Free Trade Association, sent by the company as a specialist with the required professional qualification to work temporarily at a company located in the Republic of Lithuania under a contract for provision of services or performance of work signed between these two companies;

15. who arrives to the Republic of Lithuania for seasonal work and has a permit for seasonal work lasting longer than 90 days issued to the alien by the Lithuanian Labour Exchange under the Ministry of Social Security and Labour of the Republic of Lithuania;

16. who has an extended permit for seasonal work if the overall period of employment exceeds 90 days, or an alien who has submitted an application for a new or extended permit for seasonal work;

17. who arrives to the Republic of Lithuania in accordance with the provisions of international agreements to which the Republic of Lithuania is a party;

18. who is indicated in paragraph 6, 13, 15 and 16, and is a citizen of a country included in the lists of Council Regulation (EC) No. 539/2001 of 15 March 2001 listing the third countries whose nationals must be in possession of visas when crossing the external borders and those whose nationals are exempt from that requirement (OJ 2004 Special Edition, Chapter 19, Volume 4, p. 65), with the latest amendments made in accordance with Regulation (EU) No. 2017/850 of the European Parliament and of the Council of 17 May 2017 (OJ 2017 E 133, p. 1), Annex II, or a country to which the national visa exemptions of the Republic of Lithuania apply unilaterally or in accordance with international agreements, and who arrives to a legal entity included in the Approved Entities List;

19. in other cases, whose purpose for arrival to the Republic of Lithuanian is a long-term stay in the Republic of Lithuania.

National visas are issued for the duration of no more than one (1) year.

If an alien had been granted a one (1) year multi-entry national visa, another multi-entry national visa may only be issued if more than 90 days have passed since expiration of the previous visa.

If an alien had been granted a multi-entry national visa and applied for a new multi-entry visa before the expiration of the previous one, he or she may be granted a multi-entry visa with the validity period (as well as the validity period of the held multi-entry national visa) of no more than one (1) year.

If a multi-entry national visa granted to an alien had been revoked and the alien applied for a new multi-entry national visa within 90 days after the decision to revoke the alien’s previous multi-entry national visa had taken legal effect, he or she may be granted a multi-entry visa with the validity period (as well as the validity period of the held multi-entry national visa) of no more than one (1) year;

If an alien had been granted a one (1) year multi-entry national visa, less than 90 days passed since its expiration and the alien applied for a permit to reside in the Republic of Lithuania or a residence card of a family member of a citizen of the European Union, he or she may be granted a multi-entry national visa for the validity period of no more than five (5) months after the application submission date.

NOTE. An alien holding a valid national visa (D) may travel the territories of other states of the Schengen Area, but no more than 90 days within any 180-day period.
