WHICH DOCUMENTS SHOULD BE SUBMITTED REGARDING THE ISSUE OF A CARD OF THE EU PERMANENT RESIDENCE PERMIT BY A FAMILY MEMBER OF AN EU CITIZEN WHO IS NOT AN EU CITIZEN?

A foreign national should submit:

    • An application of an established format for issue of a card of the EU permanent residence permit;
    • A valid travel document;
    • Documents confirming the grounds for acquisition or granting of the right to reside permanently in the Republic of Lithuania, or issue of a card of the EU permanent residence permit as provided for by the Law;
    • If personal data of a foreign national indicated in an application do not coincide with his/her personal data in the Register of Foreign Nationals and/or the Register of Residents of the Republic of Lithuania – documents confirming a change in personal data (certificates of registration of civil status’ acts, a court’s judgement to restore, supplement, amend or correct an entry of a civil status act, etc.).

A family member of an EU citizen indicated in Article 104, paragraph 1, of the Law or another person who uses the right of free movement of persons according to EU legal acts, or a family member of a person indicated in Article 105, paragraph 1, of the Law as specified in Article 105, paragraph 4, of the Law may not submit an application for issue of a card if an EU citizen indicated in Article 104, paragraph 1, of the Law or a person indicated in Article 105, paragraph 1 has not been issued a document confirming his/her right to reside permanently in the Republic of Lithuania, or if this person has not submitted an application to confirm his/her right to reside permanently in the Republic of Lithuania or issue a card.

An application of an established format shall be completed in Lithuanian; on an application, the given name(s) and the surname of a foreign national shall be spelled in capital letters of the Latin alphabet without secondary (diacritic) symbols, ligatures or other modifications of letters of the Latin alphabet in the manner indicated in the travel document of a foreign national. In the spelling of the given name(s) and the surname, the following symbols may be used: “.”, “ ’ ”, “( )” and “/”.

Documents issued abroad, which are submitted together with the said application, must be translated into Lithuanian, and the translations must be approved in accordance with the procedure provided for by legal acts.

Documents issued by foreign states must be legalised or approved by a certificate (Apostille) in accordance with the procedure established by the Government of the Republic of Lithuania except for cases where a document does not need to be legalised or approved by a certificate (Apostille) under treaties of the Republic of Lithuania or EU legal acts.

Prior to submitting an application for issue of a card of the EU permanent residence permit, a foreign national must pay a state charge in the amount of  20 EUR  collected for the management of documents with regard to issue of a card of the EU permanent residence permit.
