Submission the applications

Issues of citizenship of the Republic of Lithuania are examined only if the persons themselves submit written applications. Applications of children under 18 and incapacitated persons regarding the citizenship of the Republic of Lithuania shall be submitted by their representatives. These representatives, in addition to applications regarding the citizenship of the Republic of Lithuania of children under 18 and incapacitated persons, shall submit a document confirming their identity and representation.

Persons residing in the Republic of Lithuania shall apply with regard to the citizenship of the Republic of Lithuania to territorial police authorities according to the residence of the person by visiting the respective police authority or applying by courier or registered mail.

Persons residing abroad shall apply with regard to the citizenship of the Republic of Lithuania by visiting or by applying by courier to diplomatic missions or consular posts of the Republic of Lithuania (hereinafter referred to as the consular post) or to the Migration Department under the Ministry of the Interior (L. Sapiegos Str. 1, Vilnius). Persons residing abroad may apply to the Migration Department under the Ministry of the Interior by registered mail as well.

If a person submits an application regarding the citizenship of the Republic of Lithuania and attached documents by registered mail or by courier, the person's signature on the application regarding the citizenship of the Republic of Lithuania shall be notarised; if a person's signature on the application regarding the citizenship of the Republic of Lithuania defined in appendices 1, 4, 5, 6 or 7 of the Description is not notarised, the person shall additionally submit a notarised free-format application regarding the citizenship of the Republic of Lithuania and state the request to restore the citizenship of the Republic of Lithuania, grant the citizenship of the Republic of Lithuania according to simplified or naturalisation procedure, return the citizenship of the Republic of Lithuania or allow renouncing the citizenship of the Republic of Lithuania.

Persons‘ repeated applications to grant citizenship of the Republic of Lithuania shall be accepted not earlier than one year after refusal to grant the earlier request, except for cases when application is submitted on other ground for acquiring citizenship of the Republic of Lithuania set in the Law on Citizenship or new documents confirming validity of the earlier request are submitted.

A person residing in the Republic of Lithuania shall submit an application for issuing a certificate confirming the Right to restore the citizenship of the Republic of Lithuania or an application for issuing a certificate confirming Lithuanian origin personally to the Migration Department under the Ministry of the Interior via a territorial police authority in accordance with the person's residence, while a person residing abroad shall submit applications to the Migration Department directly or via a diplomatic mission or a consular post of the Republic of Lithuania abroad (hereinafter referred to as the consular post). Applications of children under 18 and incapacitated persons for issuing a certificate confirming the Right to restore the citizenship of the Republic of Lithuania or for issuing a certificate confirming Lithuanian origin shall be submitted by their representatives. These representatives, in addition to the application for issuing a certificate confirming the Right to restore the citizenship of the Republic of Lithuania or the application for issuing a certificate confirming Lithuanian origin shall submit documents confirming representation and their identity.

Documents issued by foreign countries, except travel documents which grant the right to a foreign national to enter Lithuania, and documents notarised by a notary of a foreign country or copies thereof shall be legalised according to the procedure stipulated in legal acts or certified by apostille, unless international treaties of the Republic of Lithuania or legal acts of the European Union stipulate differently. This provision shall not apply to documents that were received by the state institutions of the Republic of Lithuania directly from foreign authorities to confirm that a person acquired the citizenship of another country.

How much and where should one pay for processing of applications related to citizenship of the Republic of Lithuania?

State duty shall be paid prior to the rendering of services provided by institutions.

Note. Citizen can pay State duty for processing of applications related to citizenship of the Republic of Lithuania in any city (district) of the country, regardless of where documents are being submitted.
